Hindi teachers threaten to boycott classes

THE Hindi teachers appointed in 2012-2013 are unhappy with the State government. They accused the government of neglecting them after years of service, and the situation has just got worse with the non-receipt of salaries.
To highlight their plight, 153 teachers across schools in Dimapur gathered at the District Education Officer’s (DEO) office today. They displayed placards demanding their salary.
The Hindi teachers of 2013-2014 batches submitted a memorandum of their demands and grievances to the president of All Nagaland Hindi Teachers Union, executive and members of All Nagaland State Teachers Association, office bearers of different districts, sub-divisions and units and district representation of Sarva Shiksha Abhiyan (SSA).
Some of the grievances, the Hindi teachers included concern the 2013 batch which has about 984 teachers and 2013 batch which has about 395 teachers. A total of this 1379 teachers fall in the 5th ROP 1999 pay scale which the department said was subject to change on approval of the 6th ROP by the government of India.
The agitating teachers pointed out that 6th ROP has been approved by the Centre as well as verified by the government of Nagaland notification Vide No. FIN/ROP/VI-PC/1/2008, Nagaland Service (Revision of Pay) Rules 2010, dated Kohima, 10th of August 2010. The letter, the teachers say, mentions that these rules will apply to all the regular employees appointed to the service in connection with affairs of the state of Nagaland.
Under rules 6 of the revised scale of pay, it clearly mentioned that all government servants who were in service on 1st of June 2008 and those who enter service on or after 1st June 2008 shall come within the purview of the rules; the actual payment on the basis of the revised pay structure would be effective from April 1, 2010.
Adding to their woes, the memorandum said almost after two years of their appointment they have been getting only the 5th pay scale even after the implementation of 6th ROP.
So they questioned why the department was following an obsolete structure.
Ironically, even when they are paid the salary of ROP 1999, they were made to sign the new pension plan of 2010. They questioned on where their hard earned money are being diverted. With urgent need for justice, the dejected teachers demanded for a high level investigation regarding the matter.
Adding to their woes, they also brought to notice that they were issued PRAN card (Permanent Retirement Account Number) under National Pension System (NPS) which was not showing their balance details and on enquiry they were informed of technical error. They questioned the compatibility of the installed software programme at the NPS.
So, the aggrieved teachers demanded strict parameters to be accorded since they fall under 5th ROP of 1999 where the old pension scheme is in force. But since their signature fall on the new pension scheme of 2010, they demanded the implementation of 6th ROP as well.
The teachers have demanded that their grievances be addressed or else they will be compelled to submit letters to the department concerned, and if needed, intensify their protest.
Moreover, they alleged that some districts were getting arrears where some were not getting paid.
They further notified they will take the alternative route of boycotting class if their demands are not fulfilled. Therefore, the Hindi teachers urged upon all authorities concerned to take up this matter and fulfill their demands at the earliest.
