Govt to decide on role of executive business

GOVERNOR Ashwani Kumar said the ball with regard to the Rules of Executive Business (REB), especially the transfer and posting of bureaucrats in the State, is now in the court of the State government..
The Governor, talking to this correspondent at Raj Bhavan recently, said the ball is now in the court of the State government.Kumar said during a meeting with the State Council of Ministers led by Chief Minister Neiphiu Rio on November 22 at Raj Bhavan, both sides shared their opinions on the Rules of Executive Business but failed to come to any conclusion.
The meeting was held on the invitation of the Governor following the decision of the Cabinet not to send any files with regard to transfer and posting of the State government officials below the rank of Chief Secretary and Director General of Police to Raj Bhavan for approval.
Subsequently, the Cabinet on November 14 accepted the invitation of the Governor for a formal discussion on the Rules of Executive Business, especially with regard to transfers and postings of bureaucrats in the state.
He, therefore, said the ball is now in the court of the government to take any new decision or maintain status quo.
Meanwhile, the ongoing second phase pen-down agitation of Nagaland Secretariat Service Association (NSSA), which was supposed to end today, has been further extended till December 13.
NSSA members are the most affected because of the impasse between the Governor and government. The government has been delaying promotions to the NSSA members for the last eight months citing that it is seeking amendment of the REB, but there is a difference between the Governor and the council of ministers in the state.
The NSSA also is demanding that the government follow the existing REB to give promotions to its 59 members so that there is no stagnancy in the lower ranks.
