DIMAPUR — Deputy Chief Minister and in-charge of Planning and Transformation department, TR Zeliang, on Saturday reiterated that the government’s focus remains on the creation of durable capital assets, while discouraging proposals that could lead to additional financial liabilities for the state.
While underscoring the importance of investment in infrastructure, he referred to past experiences where several projects were left incomplete or poorly constructed, placing a long-term burden on the state exchequer.

In a social media post, Zeliang said, “Our focus remains on the creation of durable capital assets, while discouraging proposals that may lead to additional financial liabilities for the state. While investment in infrastructure is essential, experience has shown that several projects are either left incomplete or poorly constructed, thereby placing a long-term burden on the state exchequer.”
The deputy chief minister made the remarks following a two-day comprehensive review meeting of the 2025–26 Plan, which also deliberated on finalising the Annual Plan for 2026–27 of all departments ahead of the upcoming state budget session. The review meeting was held on February 5 and 7.
Going forward, Zeliang said that he expects pragmatic, tangible and outcome-oriented proposals from all departments, aimed at improving the quality, sustainability and overall success of projects for the benefit of the people.
