Formative Stages of Education Deserves Due Importance

The Old saying “Well begun is half done” still holds true in the modern high tech world. The Present lawlessness society is directly or indirectly a reflection of defective educational system of formative stages. In India Primary Education is also popularly called as Elementary Education. Dr A.P.J Abdul Kalam former President of India says “India’s future depends on Quality of Primary Education”. Elementary Education forms the foundation of the Child’s learning. It can be compared to the first stride that a Person takes in life. Elementary Education forms the foundation for gaining basic knowledge without which the dream of children will become impossible. It is the most crucial step that children take in their educational career since it shape them into learner, thinkers and social beings. The skills, attitudes and knowledge that children gain in elementary school provide a foundation for success in the future. The future of society depends on the standard of primary education because it is the foundation for the formal education and shapes a Person into an effective member of the society. Children are the hope and the vital resources of the nation. When South Korea started her journey as Nation state, she was very poor however after investing in education especially in Primary sector, She become a developed economy. Today South Korea has a G.D.P per capita of over 25,000 dollar, back in 1950 it was in poor country with no basic amenities. Now we use Samsung, we drive Hyundai, etc, all are the products of South Korea as She gave due importance to her Primary Education. Secondary education is the education of the adolescent- the most stormy, yet most formative years of human life. Building on the childhood, human beings graduate to adulthood through adolescent as productive members of the society. Thus development of a society, or a state or a nation is inseparable from the education of adolescent. It provides the largest single educated through unskilled man Power to all sectors of economy. Hence, Secondary education has the single most significance to National development. Higher education that guards the development of frontiers of our nation stands on the shoulder of secondary education. It forms as connecting link between the lower & higher education in the educational structure for which special attention has to be given to this crucial stage of education. Presently, the department of School Education has 294 GHS, 626 GHS and 1150 GPS altogether 2070 school under Secondary, Elementary & Primary sectors. On account of its vastness, proper monitoring and supervision could not be carried out and failure of monitoring and supervision mechanism leads to poor results and quality is suffered in the formative stages. As a result, the system is getting deteriorated in the concerned levels which is clearly visible by all the stake holders Education. In order to revive, rejuvenate and to being qualitative improvement in the formative stage of education one has to go back to the root and revisited the areas of where it has gone wrong. Thus by creating a separate set up for each stage, special attention may be given to the defective sections for its overall quality improvement which is declining in the foundational stages. Hence, segregation of department into separate establishments by allowing respective segments to look after its own affair is the need of hour. Therefore, we a view to improve & revamp the formative stage of Education the Association has been demanding for bifurcation of Secondary/Elementary from the higher Secondary so as to Promote smooth functioning & efficient management of the department towards Quality & systematic Education in the State. Bifurcation is a Continuous Process and the time has come for Education department to bifurcate it into different segments for better management & for better results. Assam, the mother state for all other north east states has a separate set up for Directorate of Elementary Education, separate establishments for Secondary & Higher Secondary Education respectively for which the department of School Education of Assam is functioning smoothly. Since Govt. is given due importance to the development & improvement of higher education, HSSLC results in all the 3-streams are encouraging which deserves due recognition from all the stake holding agencies. In the same way, the Welfare Govt. should give the same importance to the formative levels of education by Creating separate set up for each establishment to look after its own affair. As secondary/elementary education forms the foundation and the major components of the department, it deserves due importance from the Govt.
