ENPO urges Nagaland government to convene a special Assembly session without delay to enact legislation constituting the Frontier Nagaland Territorial Authority
DIMAPUR — With the process for establishing the Frontier Nagaland Territorial Authority (FNTA) entering its ‘final stage,’ the Eastern Nagaland People's Organisation (ENPO) has urged Nagaland government to convene a special session of the Legislative Assembly without further delay to enact the legislation required for constituting the autonomous body.
In a press communiqué issued on Wednesday, the organisation welcomed the state government's July 6 decision to confer legislative autonomy on the proposed FNTA in line with the Memorandum of Agreement (MoA) signed on February 5, 2026, and expressed optimism that the commitments made under the pact would soon be translated into action.
The ENPO stated it was aware that consultations between Nagaland government and the Ministry of Home Affairs (MHA), as mandated under Clause 3.3 of the MoA, had progressed positively and were now in the final stage.
It also referred to the state government's July 6 announcement that it would convene a special session of the Assembly to enact legislation for constituting the FNTA, including legal provisions to vest the authority with legislative powers over the subjects proposed to be transferred.

Stating that the state Cabinet had already taken a decision on the matter, the ENPO maintained that the government should now convene the special Assembly session "without any further delay" to fulfil its publicly declared commitment.
The organisation further expressed hope that this year's Independence Day would stand as a symbol of the trust, commitment and integrity of all stakeholders in honouring the provisions of the MoA signed in New Delhi.
Recalling that it had deferred its proposed public rally scheduled for July 10 following an appeal from the state government, as well as requests made by the Eastern Nagaland Legislators' Union (ENLU) convenor and the Rajya Sabha member from Nagaland, the ENPO reminded that it had honoured those appeals in good faith.
It expressed hope that all stakeholders would likewise honour their commitments and work sincerely towards constituting the FNTA "in both letter and spirit."
Appealing to both the state government and the MHA to expedite the process, the ENPO stated that the establishment of FNTA should move forward in line with the vision of "Viksit Bharat 2047" and the government of India's guiding principle of "Sabka Saath, Sabka Vikas, Sabka Prayas, Sabka Vishwas."
