ENCSU serves 5-day ultimatum to Nagaland govt.

Dimapur, June 26 (EMN): The Eastern Nagaland College Students’ Union (ENCSU) has accused the state’s department of Higher Education of depriving the backward tribes (BT) of eastern Nagaland of its reservation quota. It has served a five-day ultimatum to the State government to look into its demands, failing which it said “would be compelled to take its own course of action.”

In a letter addressed to the Chief Secretary of Nagaland, the union stated that it was left with no option but to serve an ultimatum after repeated pleas and letters to the concerned authority to fulfil its demands fell on deaf ears.

Seeking the intervention of the Chief Secretary on the matter, the ENCSU stated in the letter that the Cabinet office memorandum notification dated July 5, 2018 announced the creation of 120 posts under Higher Education department but it learned that the department had appointed officers for seven posts – Joint Director (Two), Deputy Director (Two) and Assistant Director (Three) without any official notification.

The department had informed through a notification on August 24, 2018 that the seven newly appointed officers were “done through posting and transfer against the new post creation” but the union alleged that it has “openly violated the condition of clearance given by the P&AR department.”

The ENCSU stated that it had sent two representations to the Higher Education department, one on September 26, 2018 and another on May 20, 2019, but the department replied on both the occasions saying that the posts were filled on the basis of promotion and transfer, and not on the basis of direct or fresh appointment as alleged. The union said that the department is “directly fooling” the backward tribe and trying to openly deprive the BT of its reservation quota.

It also alleged that the department has openly violated the minutes of Manpower Rationalisation Committee (MRC) and the department Service Rule by not setting up Departmental Promotion Committee (DPC) while appointing the seven posts.

The ENCSU has asked the Chief Secretary to intervene and take “necessary action” on the matter within five days from the date of submission of the letter (June 26).
