- DIMAPUR — Chairman of the Rajya Sabha and Vice
President of India, Jagdeep Dhankhar, felicitated social activist Dr. Mughavi A
Tuccu from Satoi village in Zunheboto District for completing the Rajya Sabha
Internship Programme (RSIP-1) Batch 6 at a valedictory ceremony on April 17 at
the Vice President’s Enclave in New Delhi.
- According to an update, it is an initiative designed by the
vice president to provide firsthand exposure to the functioning of India’s
parliamentary democracy, particularly in terms of the legislative and executive
processes behind policymaking and how laws are shaped and passed in Parliament.
- More than 10 members of Parliament, union ministers, think
tank institutes, and Parliament Secretariat officers took part in training the
interns.
- Dr. Tuccu was assigned to the Department of the Parliamentary
Standing Committee on Personnel, Public Grievances, Law and Justice to observe
the legislative process up close. His research papers were on the issue of
delimitation—constitutional provisions, the need for amendments, current
challenges, government response, future road map, and recommendations.
- Dr. Tuccu was the only representative from the North East
states among 32 interns from 11 different states of India.

- During the valedictory programme, Dhankhar spoke about
judiciary corruption. The vice president expressed concern over the lack of a
first information report (FIR) and formal investigation into an alarming
incident at a judge's residence, questioning the delay and its implications for
the rule of law.
- He also emphasised that the legislature, judiciary, and
executive must operate within their respective domains to maintain a harmonious
relationship, warning that judicial incursion into executive governance
challenges accountability and democratic balance.
