Dimapur, Feb. 13 (EMN): The district election officer (DEO) of Wokha Dr. Manazir J Samoon and general observer for 39th and 40th assembly constituencies, Rajeev Sharma held a consultative and co-ordination meeting on Feb. 12 at the additional deputy commissioner’s conference hall. The meeting was held with additional deputy commissioner and returning officer of Bhandari and representatives of candidates under 40th assembly constituency.
DEO updated on the preparedness for the upcoming assembly election and highlighted on the district level preparedness. He said that there will be compulsory web-casting or videography in all the polling stations to register evidence of bogus voting and misconduct during vote casting. DEO cautioned that legal provisions will be sought in cases of violations of the Election Model Code of Conduct by any concern individuals or political parties during the election.
The general observer appraised the gathering that any polling stations which are perceived to be sensitive or troublesome will be considered for additional security measures for conduct of free, fair and peaceful election.
Calling for active participation in the upcoming election within the ambit of law and order, he advised them to coordinate with officials and make election related queries through designated officials.
Also the observer of 39th Sanis and 40th Bhandari assembly constituencies Rajeev Sharma held a co-ordination meeting with the candidates and chief agents at the office of the returning officer on Feb. 12.
The observer also briefed about the Model Code of Conduct. On randomisation of EVMs and VVPAT which is to be conducted shortly, he urged candidates to appoint an agent during the process.
DEO Wokha informed that extensive review of EVMs by sector magistrates will be carried out from Feb. 16 onwards. To ensure fairness of EVMs and VVPAT, 1st level check has already been conducted and follow up check and randomization will be conducted soon, he informed.
Samoon impressed the candidates to seek permission from the respective RO for holding campaign and rally, and to obtain NOC from concerned authorities for campaigning process.
After the meeting, DEO, general observer along with EAC and ARO, Bodi Kapfo visited the polling stations at Merapani and checked the security around the border area.
Pughoboto: General observer, Mahesh I Patel met the contesting candidates, election agents, representatives of political parties of 13th assembly constituency of Pughoboto, nodal officers and sector magistrate at the Customary Court Hall on Feb. 12.
Urging political parties to follow the rules, regulation and directions of the Election Commission during their canvassing and campaigns, the observer expressed optimism that they will not be compelled to exercise negative powers. He appealed for cooperation with the election officials and advised them to approach the officials for suggestions and complaints.
Requesting the gathering to follow the Model Code of Conduct, DEO Pughoboto, Avelu Ruho maintained that there will be no complains if they follow the codes. She asked the representatives to train their agents for smooth conduct of the election.
Mangkolemba: General observer for 29th Jangpetkong and 30th Alongtaki assembly constituencies, J M Pathania, held a coordination meeting with the booth level officers at Dobashi’s conference hall in Mangkolemba on Feb. 12.
Addressing the officers, the observer said BLOs being a part of the core team of the electoral process need to ensure free fair election. He apprised of the bounden roles and duties of BLOs in addition to taking a first-hand assessment of preparedness for the upcoming assembly election.
ADC Mangkolemba, Razouvolie Dozo who also spoke at the meeting, said that the state for the last six years have been experiencing a negative growth of the electoral roll.
The success of the electoral process depends on the action and sincerity of the BLOs at the grassroot level, he said.
Assuring help form the district administration, he appealed for cooperation from BLOs in achieving zero proxy / multiple voters.
Mon: The general observers and police observer held a consultative meeting with political parties on Feb. 10 at DC’s conference hall.
During the meeting, observers impressed the participants to strictly adhere to the rules and regulations laid down in the Model Code of Conduct by ECI.
We are here to ensure free and fair conduct of election, the observers said and warned necessary action against malpractices such as proxy voting, buying of votes on the voting day and distribution of liquors, cash, gifts and others to lure voters, which amounts to violation of the Code of Conduct.
Candidates were also informed to seek prior permission from DEO whenever a star campaigner is coming to address a rally or whenever they are organising a public meeting, so that adequate security is provided for peaceful conduct of public meeting.
Election is held once in five years but people co-exist, the police observer said, appealing political parties to ensure peaceful and smooth conduct of election. He further warned all political parties to abstain from hate speeches.
Tuensang: General observer, Dr. Raghav Langer and police observer, Jalindar D Supekar for 49th and 50th AC of Longleng district held a meeting with political parties on Feb. 12 at the DEO office.
Participants were briefed on different aspects of electioneering process and do’s and don’ts of the Model Code of Conduct for free, fair and peaceful election in the state.
The observer on Feb. 9 also briefed team and committee members under the expenditure monitoring cell, the sector magistrate and nodal officers of the district at DC’s conference hall.
Mokokchung: A co-ordination and briefing session on Election Expenditures Monitoring for the intending candidates, election agents, and ward and village authorities of Mokokchung district was held at ADC (Planning) conference hall in Mokokchung Feb. 13.
District election officer Mokokchung, Sachin Jaiswal said the meeting was convened to have a better coordination between stakeholders for a free, fair and peaceful conduct of election in the district.
General observers while expressing their satisfactions on the overall situation in the district, called for free, fair and peaceful election in the district.
Expenditure observers briefed the intending candidates and agents about monitoring of election expenditures as laid down in the guidelines of Election Commission of India (ECI) while police observer informed about the security arrangement and general preparedness.
