Dimapur police commissionerate completes 1 year in office today

Dimapur which became the second city in the northeast after Guwahati to have a police commissionerate system will mark its one year in office tomorrow.
It was officially inaugurated on the 15th April 2015 by Chief Minister T.R Zeliang.
The new system brought the Police Commissioner as the police head of the district which was divided into two zones headed by the Dy. Commissioners of Police and assisted by Asst. Commissioners of Police.
Addl. Dy Commissioner of Police/PRO, Dimapur in a press note informed that special functional offices in the form of the crime branch and the special branch were also introduced. The traffic branch is also headed by the Dy. Commissioners of Police and assisted by the Asst. Commissioners of Police. The police under the Commissionerate system is vested with the magisterial powers and licensing authority for various purposes.
The system also required enhancement of the man power which was drawn from the various units. Currently, the Dimapur Commissionerate has total strength of 1498 officers and personnel.
New police out-posts are operational at Piphema, Kukidolong, Chumukedima, Kuhuboto, Purana Bazar, Lingrijan and Marwari-patti. A traffic cell has also been opened at Chumukedima. The various offices under the Commissionerate are all functional from various government and leased spaces.
Traffic : One of the first task of the Dimapur police Commissionerate was to streamline the traffic management of the city against the backdrop of increasing number of vehicles, narrow roads and poor infrastructure. The traffic branch headed by the Dy.Commissioner of Police (Traffic) and assisted by two Asst.Commissioners of Police was entrusted of the task where, the district was divided into two Traffic zones. The increased man power allowed more personnel to deployed in intersections and parking areas. Various steps were initiated by way of introducing one ways, dedicated lanes, timings for entry of vehicles of different categories, designated parking spaces. Sensitization campaigns and awareness programs by means of direct-contact, social media and advertisements are regular features of these efforts. Enforcement drives have also being carried out at higher frequency. Various infrastructures such as road divider barricades, new traffic islands, neon batons & reflective vests for duty personnel have given a face lift to the Traffic branch. The Dimapur traffic police also have started using breath analyzers. The condition of the vehicular traffic in Dimapur has drastically been streamlined and the parkings organized. While these efforts have been appreciated, improvements in various avenues are still required and necessary steps are being initiated.
Crime : Two functional Dy. Commissioners of Police heading two separate zones and assisted by four Asst.Commissioner’s of Police has resulted in closer supervision of the police stations and thereby the crime management. Besides the Police stations covering specific jurisdictions, Anti-Extortion Team (AET) and Anti-Vehicle Theft Squad (AVTS) have also been formed with specific tasks.
A total of 1003 cases were registered in the year 2015 from Dimapur District. The highest in any calendar year so far. This also includes 142 cases under the NLTP Act, a record in its own category. 1018 persons were arrested for offences under various sections of law.
117 arms of different caliber, 904 rounds of various ammunitions, 16483 Kgs of contraband ganjas, 1 Kg of Heroin, 92979 tablets of banned drugs, 54520 bottles of illegal IMFL besides others were seized in the year 2015.
A total of 34 stolen vehicles were also recovered in the year 2015. The Anti-Vehicle Theft Squad (AVTS) formed in 2016 has also recovered 14 four wheelers and 15 two wheelers- totaling to 29, between Jan’2016 to Mar’2016.
Public Interfaces: The Dimapur police Commissionerate have from the start aimed at getting closer to its citizens and in these efforts introduced various interfaces.
Regular and direct contacts with various NGOs, village authorities, elders and other stake holders is being maintained at various levels.
The Dimapur police is also the first unit in the state to have its own website where information and services are provided to its citizens.
Keeping in pace with the times, the Dimapur police also reaches out to its citizens through the social media where updates on crime, traffic and important announcements are shared. The Dimapur police is available at Facebook and Twitter. The citizens, particularly of the younger age group have responded positively to this interface.
In order to facilitate better services to its citizens, the office of the Commissioner of Police has also opened a ‘Single window Help Counter’, where all services related to verifications and documentations can be availed from a single counter.
Dimapur police has also issued to its various offices Close User Group (CUG) mobile connections and the same are published regularly for the information of its citizens. Dedicated crime Help Line numbers are also in service for the citizens.
CCTV set-up has been installed in various intersections and check-gates. In these regards, the Dimapur police has also worked in close co-ordination with various business organizations in assisting them to set up CCTV coverage of markets, business establishments, etc.
Others : The Dimapur police Commissionerate empowered with licensing authority has through its Special Branch begun registration and issuing licenses under the Sarias Act, the Cinematography Act, Explosives Act, etc. The Arms licensing is also due to be taken over by the office of the Commissioner of Police very shortly.
Various new infrastructures in the form of new office buildings, quarters and other infrastructures have been approved by the Government. Assets and logistics to assist the police are due to be available shortly.
The one year of the police Commissionerate has also seen its highs and lows. Certain sensational and serious incidents have taken place. While some cases have been successfully solved, some continues to drag on. However, Dimapur police is working vigorously and is confident that justice will be done.
