Dimapur police and its wheel of a problem

Staff Reporter DIMAPUR, DECEMBER 21 UNABATED crimes relating to vehicles lifting/ snatching in Dimapur has increased by 24.72 percent, while cases of recovery have inversely decreased to -20.83 percent in 2013 against the previous year. Dimapur police registered 182 stolen vehicles in 2012 and 227 vehicles in 2013 till October 31.Correspondingly, police recovered 48 of the lost 182 vehicles in 2012 while in 2013 it recovered 38 vehicles against 227 lost vehicles. This is a decrease by -20.83 percent in recovery. Motorcycles and the Mahindra Bolero top the lost chart in both years. In 2012, a total of 94 motorcycles were registered lost/ stolen, while in 2013, police has registered a total of 120 lost motorcycles of various brands. Only 24 of 94 motorcycles and 17 of the 120 motorcycle have been recovered in 2012 and 2013 respectively.Likewise, police registered a total of 44 Mahindra Boleros in 2012 with recovery of only 4 vehicles, while in 2013 it registered 32 lost with a mere 2 recovery. Autorickshaws and trucks were among other vehicles which top the figured in the chart. Lost of heavy machinery vehicle particularly JCB has also been registered lost/ stolen in 2013. From 3 lost Maruti cars in 2012 it has increased to 11 prominently figured during 2013. District top police officer informed Eastern Mirror that most stolen vehicles were transported either to Manipur or Assam for disposal at much cheaper rates. As a panacea to curb such menace, the officer has suggested stringent enforcement of National Security Act, 1980 and the Crime and Criminal Tracking Network & Systems (CCTNS). The National Security Act, 1980, is an act of the Indian Parliament whose purpose is ‘to provide for preventive detention in certain cases and for matters connected therewith.’ The Act empowers the Central and State governments to detain a person to prevent the accused from acting in any manner prejudicial to the security of India, the relations of India with foreign countries, the maintenance of public order, or the maintenance of supplies and services essential to the community it is necessary so to do. The Act also gives power to the governments to detain a foreigner in a view to regulate his presence or expel from the country. Crime and Criminal Tracking Network & Systems (CCTNS) aims at creating a comprehensive and integrated system for enhancing the efficiency and effectiveness of policing through adopting of principle of e-Governance and creation of a nationwide networking infrastructure for evolution of IT-enabled-state-of-the-art tracking system around ‘Investigation of crime and detection of criminals’.
