- DIMAPUR — The Dimapur Naga Students’ Union
(DNSU) has sought the intervention of Governor La Ganesan on a number of
issues, including the latter’s advocacy for the repeal of the Armed Forces (Special Powers) Act
(AFSPA).
- In a letter to the governor, the DNSU expressed anguish at
the continued imposition of AFSPA in Nagaland, and the protracted delay in
achieving a final and honourable resolution to the Naga political issue.
- “The continued presence of AFSPA perpetuates a climate of
mistrust and alienation, hindering the process of peace and reconciliation,” it
stated.
- On Naga political issue, the union reminded Ganesan that
generations of Nagas have endured suffering and uncertainty, awaiting a just
and lasting solution.

- “The protracted negotiations have created a sense of
frustration and disillusionment among the Naga populace, particularly the
youth. The unresolved issue continues to impede the socio-economic development
of Nagaland and the region,” it stated.
- The union appealed to the governor to use his office to
advocate for the immediate and unconditional repeal of the AFSPA from Nagaland;
and urge the government of India and the Naga political groups to prioritise the
early and amicable resolution of the Naga political issue.

- “Dimapur, as the commercial hub of Nagaland, holds a crucial
position in the state’s economy. It is a matter of undeniable fact that a
significant portion, estimated to be nearly 90%, of the economic activities in
Dimapur are controlled by non-local entities. While we acknowledge the
contributions of various communities, it is imperative to address the growing
concerns regarding the exploitation of indigenous resources and the erosion of
our people’s economic rights.
- “Regrettably, under the guise of minority rights, certain
non-local elements are demanding exemptions from the ILP regulations. This
demand, if entertained, would severely undermine the very purpose of the ILP,
which is to safeguard the interests of the indigenous Naga population. The ILP
is not intended to discriminate against any community but to ensure that the
economic development of Nagaland benefits its rightful owners—the indigenous
inhabitants,” it stated.
- Furthermore, the prevalence of the “benami” system in
business operations is a serious issue that necessitates immediate action, the
union added.
- It asserted that the implementation of ILP in Dimapur is not
a matter of choice but a necessity.
- The DNSU urged the governor to expedite the immediate and
comprehensive implementation of ILP regime in Dimapur; reject any demands for
exemptions from the ILP, “especially those made under the pretext of minority
rights”; take stringent measures to curb the prevalence of the “benami” system;
reinforce the enforcement mechanisms to effectively monitor and regulate the
entry and stay of non-locals in Dimapur.
- Easing traffic congestion
- The union appealed to the governor for construction of a
flyover in Dimapur. “The persistent traffic congestion at key junctions within
Dimapur has become unbearable. A strategically planned flyover would
significantly improve traffic flow, reduce travel time, and enhance overall
connectivity.
- “This flyover would alleviate the traffic congestion at the
most congested junctions, such as the area around the railway station, and the
area around the city centre,” the letter read.
- Also, the DNSU urged for expediting the construction of the
road connecting Amar Mill to the National Highway.
- “This road would serve as a vital alternative route,
diverting a substantial portion of traffic away from the city’s core arterial
roads. The completion of this road will reduce the traffic congestion on the
existing roads, and provide a much needed alternative route for commercial
vehicles,” it stated.
