Chairperson Supongmeren Jamir reviewed the implementation of various welfare and agricultural schemes during the Wokha DISHA meeting.

DIMAPUR — The District Development Coordination and Monitoring Committee (DISHA) meeting was held at the deputy commissioner’s (DC) conference hall in Wokha on July 7 to review departmental progress, schemes, and activities.
The meeting was chaired by Member of Parliament (Lok Sabha) and Chairperson of DISHA Supongmeren Jamir and co-chaired by DC WOkha K Mhathung Tsanglao.
According to a DIPR report, Supongmeren highlighted the core objective of DISHA meetings, stressing their importance in shaping development across the district.
During the meeting, the departments of Agriculture, Labour, and Veterinary presented PowerPoint presentations outlining their objectives, schemes, programmes, and challenges.
District Agriculture Officer Renathung Kikon highlighted schemes such as the National Mission on Natural Farming and NMEO-Oil Palm, under which 243 hectares across 14 villages in the Wokha district are covered. He pointed out challenges, including the hardships faced by field officers in the Ralan Block due to its long distance via Kohima, Chümoukedima, and Niuland districts, stressing the need for a separate subdivision.
He further noted the transition to Aadhaar-based payments for Direct Benefit Transfer (DBT), which requires Aadhaar seeding, authentication, and NPCI mapping of all beneficiaries.
Assistant Labour Commissioner Neimenuo presented details on the Nagaland Building and Other Construction Workers’ Welfare Board (NBOCWWB). She reported a total registration of 1,788 workers, with 763 active and 988 inactive, cleared eight death claims, and provided scholarships to 630 students during 2025-2026. She also noted maternity benefits for five, medical benefits for two, and tool grants for 768.

Additionally, she spoke on the Employees’ State Insurance Corporation (ESIC) Scheme and the Employee Provident Fund Organisation, noting challenges in coverage due to farming activities and difficulties in contacting beneficiaries. She outlined the way forward, including awareness-cum-registration drives in poorly covered villages.
ASF causes over INR 1 crore in losses
Chief Veterinary Officer K N Zubemo Humtsoe presented for the Animal Husbandry and Veterinary Department. He highlighted the district’s annual meat consumption of 3,614 MT against a production of 1,964.67 MT, leaving a shortfall of 1,649.55 MT, valued at approximately INR 36.64 crore.
He also discussed the Livestock Insurance Scheme under the National Livestock Mission (NLM), launched in March 2026 and implemented from May 2026, under which 85% of the premium is covered by the department and 15% by beneficiaries. He further highlighted the Entrepreneurship Development Programme under the NLM and convergence programmes with various stakeholders.
Humtsoe reported on the Artificial Insemination Technology initiative launched in October 2024 in collaboration with the Indian Council of Agricultural Research-Krishi Vigyan Kendra, Wokha. The programme aims to increase the production of superior piglets and prevent disease spread. To date, 165 inseminations have been carried out, producing 1,350 piglets with an 81% success rate.
He also reported vaccination programmes and the recent outbreak of African Swine Fever (ASF) in Wokha town, Wokha Village, Pangti, Baghty, and Chukitong, which resulted in 374 animal deaths and an estimated monetary loss of INR 1.04 crore.
MP Jamir participated in the discussions, reviewing various components of the schemes, and assured that challenges would be addressed at higher levels. Issues such as Bharat Sanchar Nigam Limited (BSNL) network coverage, crucial for census operations, were discussed, along with post office infrastructure and the need to advertise vacant Gramin Dak Sevak (GDS) posts for indigenous Nagas.
The lead bank manager also presented on the availability and disbursement of agricultural loans and the challenges faced.
