Dimapur, JUNE 2: In the wake of ongoing agitation by ANSTA and NSSFOF which entered Phase-2, Deputy District Education Officers, (DDEOs) of all eleven districts clarified the circumstances leading to imbroglio.
“In the year 1991, in order to go along with the national education pattern and to improve the education system, the state government notified for opening of higher secondary schools education under the flagship programme of Operation Blackboard. Initially, it was started in 7 districts namely, Kohima, Mokokchung, Tuensang, Zunheboto, Phek, Dimapur and Wokha. Accordingly, the classes of 11 and 12 were started after recruiting the teachers from in service graduate teachers i.e 50% of post and 50% of post for those who were having requisite qualification of M.A,/M.SC/M.COM with above 50% marks for the direct recruitment. Accordingly, the recruitment of teachers was conducted by NPSC and appointment orders were issued basing on the merit.”
DDEOs in the press note said, “Along with the progress and the good response received from the public, higher secondary schools were opened in other districts in the following years in a phase wise manner. At present, there are altogether 41 Govt Higher secondary schools in the state which shows a great progress and achievements producing many responsible and talented officers who are excelling in different fields both in the state and national level. During the last 20 years of our service as subject teachers and administrators in the school, we had never come across any misunderstanding between the higher secondary and secondary section nor any division in the schools. According to our understanding, division and misunderstanding started only after the Re-structuring and Re-vamping of the deptt. of school education in 2011.”
The press note stated, ”The DDEOs are made to carry out all the duties and responsibilities of the district without any allowances nor benefit in the absence of DEO. There are 19 posts of Jt. Director in the department and out of which only one post of Jt. Director is given to the Hr. Secondary section and that is one of the reason why at present, the post of Principal Director and 2 post of Directors are lying vacant in the department inspite of having fulfilling criteria and eligibility of the officers from Hr. secondary section. Recently a proposal for mass promotion for the Secondary section was put up to the Government but P&AR. turned down their random proposal for non fulfillment of the criteria unlike the previous years where random promotion was given to them and for which they are demanding for total bifurcation of education department. The present Dy.DEOs have cleared DPC (Departmental promotion committee) but they are denied promotion citing the reservation policy in the re-structuring of the department 2011. The agitators rightly said that, within a span of 8-10 yrs PGTs are becoming class 1 officers (V.P). This is because, there should be an administrator in all the higher secondary schools as it is mandatory to have an administrator to look after the institution along with the opening of more higher secondary schools in the state.”
“As moulders of students’ career, we need to be more inclined towards the students’ welfare. May be, the agitators must be expecting the bonus they got before where, they were given double triple promotion whereby, they superseded all the senior officers from the higher secondary section. But now it is observed that, P& AR deptt is doing justice to all by strictly going by the standing service rule of the government and hope that same yardstick is applied to all its employees. If we are to fight for our own right by resorting to agitation forgetting our duty towards the nation building we have more genuine/ justification for agitation in any forms. But, our conscience does not allow us to do so but, we the DY. DEOs are patiently waiting for the government to deliver justice without harming anyone’s career.”
