DC Kohima directs restriction on printing

The Deputy Commissioner & Returning Officer W.Honje Konyak, has informed to all the Printing Press Kohima District regarding the restriction on the printing of Pamphlets, posters etc as governed by the provisions of section 127A of the representation of the People Act, 1951 and to further informed that the provisions of the said Section shall be strictly observed during the General Election to Lok Sabha, 2014. In this regard, special reference is drawn to observation made by the Supreme Court in Rahim Khan Vs. Khurshed Ahmed and others (AIR 1975 SC 290) read with the provision of the Constitution as contained in the Commission’ Order dated 2nd September, 1994 (copy enclosed) for strict observance and compliance on the subject.
In view of the above provisions, the DC has directed the Printing Press to strictly follow the under mentioned instructions while printing such materials:-
– To indicate clearly in the print line the names and addresses of printer and publisher of any election pamphlets or posters such other materials printed by them.
– The printer should send three copies of the printed materials and the declaration obtained from the publisher as required under Section 127 A (2) within three days of its printing to the undersigned.
-Any violation of the provision of the Section 127 A and the directions of the commission shall be very seriously viewed and stern action, which may in appropriate cases include even the revocation of the license of the printing press under the relevant laws of the States.
In this regard, the DC requested to bring to the notice of all Printing Press functioning under the Kohima Printing Press Union as per the above commissions’ directive for necessary action.
