CM Chang to crack whip on School Education dept

Moots introducing photos of teachers in govt schools and policing teachers and schools

[dropcap]B[/dropcap]OGUS and proxy teachers in government schools can start counting their days at work. On the sidelines of festivities of the Naknyu festival of the Changs, the Lok Sabha MP and also Minister for School Education CM Chang told media persons that he would not spare efforts to stop the menace of proxy and bogus teachers in government schools across the state.
He said this will require the redeployment of teachers which he assured would be streamlined. The department he said has attained approval of the State Cabinet on this matter and notifications would be issued at the earliest.
Mr. Chang said contrary to allegations from some quarters, there is no shortage of government teachers but the problem surfaces when the appointed teachers fail to report to their postings. More often than not when the posting or school is not to their convenience.
On the non-availability of teachers in the recently upgraded Government higher Secondary Schools (GHSS), as highlighted in July 19th issue of this daily, he said “we have good number of qualified teachers (Post Graduate Teachers) deployed in the Government High Schools (GHS) and they would be transferred to GHSS very soon to meet the requirement.
Revealing that the present requirement of GHSS teachers is around 300-400 for the newly upgraded 22 GHSS, he said the teachers would be appointed on 50-50 basis after assessing the actual requirement.
“50% of the total requirement of teachers will be done through conversion of the available PG teachers in GHS to GHSS teachers and 50% through direct recruitment,” he revealed.
On the poor performance of government schools, the Minister once again blamed it on the insincerity of the government teachers. He accepted that because of their own poor performance the teachers of government schools have been deploying their children private schools.
The Minister also said he will counter the practice of proxy teachers, by introducing photos of the actual teachers in all the government schools.
These photos he said would be framed with the name and address in the teachers’ room of the respective schools so that proxy teachers can be penalized.
Chang also said the streamlining of the department will include a feedback on the performance of the government schools and teachers. “We will not spare non-performing teachers,” he asserted.
Meanwhile, the Minister also revealed that the state government has constituted a committee in all the districts consisting of the District Administration, Police, Tribal Hohos, Women and Students bodies in order to study the performance of the government schools and teachers in the respective districts. He said they would also make proper assessment of the requirement of the teachers in their respective area.
The Committee will be submitting their reports to the government by end of August 2013 after which the streamlining plans will come into effect.
