CBI to take up case of recovery of human skulls, bones

The Manipur Cabinet has decided to hand over the case of recovery of eight human skills and parts of skeletons to the Central Bureau of Investigation (CBI).
The human skulls and bones were found at a construction site of a new market complex here on December 26.
The Cabinet also approved to provide Government jobs to 38 sportspersons of the state who had bagged medals in the 5th, 31st, 32nd and 33rd National Games.
The cabinet meeting, held under the chairmanship of Chief Minister Okram Ibobi Singh in his chamber this evening, further decided to purchase land at Rs 1 lakh per sangam for setting up a Sports University at Yaithibi Loukon in Thoubal district, PHED minister I Hemochanddra Singh told reporters.Meanwhile, a plea was filed in the High Court of Manipur on Monday by Families of the Involuntarily Disappeared’s Association (FIDAM) and Human Rights Alert (HRA) seeking constitution of a Special Intelligence Team (SIT) to initiate a high-level inquiry into the recovery of eight human skulls and parts of skeletons from a construction site in Imphal. Disclosing this to media, HRA executive director Babloo Loitongbam said demand for allowing representatives of FIDAM to take part in the investigation of recovery of human skulls and bones has also been mentioned in the appeal.
The petition has also sought that the digging at the construction site be stopped and start a systematic scientific exhumation immediately by issuing an interim order to ensure that evidences are not destroyed, he said.
Manipur High Court has also been requested to monitor the investigation, Babaloo added.
The human skulls and bones were found at the construction site of a new market complex opposite to the old legislative assembly complex on December 26. The site previously housed Government-run Tombisana High School and later it was occupied by Central Paramilitary Forces and Manipur Police.
Babaloo said the human skulls and bones were found from the site which is located about 200 m from Kangla Fort which was earlier occupied by the Assam Rifles.
“Kangla was used as a joint interrogation cell for different security forces. It cannot be ruled out that several people who died while questioning by security forces were buried at the site,” he said.
The human rights activist said the plea was filed in the Manipur High Court along the lines of Article 4 of the Convention on Protection of All Persons Against Enforced Disappearance, 2006.
