CANSSEA seeks redressal to issues from govt

The Confederation of All Nagaland State Services Employees’ Association (CANNSEA) has issued a four-point representation to the State government through the Chief Secretary on behalf of the organization and various state services bodies including the Nagaland Civil Services Association, Nagaland Assembly Secretariat Service Association, Nagaland Secretariat Service Association, Nagaland Finance & Accounts Service Association, Federation of Nagaland Engineering Services’ Association, Nagaland Civil Secretariat Grade IV Employees’ Association and the Directorate & District Stenographers’ Association.
The representation asked the government to release immediately the pending D/A and ADA for state government employees from January 1-December 31, 2014. It also stated that the associations are fully in support of the Nagaland Retirement from Public Employment 2nd Amendment Act, 2009 and the same should be enforced with some more years in order to “completely weed out the undesirable practice of age-tempering by certain government employees”.
In regard to qualifying years of service for promotion in various categories of the state government departments, the representation pointed out that the office memorandum No.AR-3/Gen-174/2007(pt) dated 18 May, 2012 issued by the government of Nagaland is defective and the associations requested the government to revoke the same. It sought redressal that the length of service be relaxed in between two grade post for promotion cases of state government employees in order to maintain parity in terms of promotional opportunity amongst employees.
On the implementation of the 6th ROP, CANSSEA reiterated that the ROP should have been affected from 1 January 2006 but the state government did not implement the same on time, compelling the association to intervene in 2010. It reminded the state government of the series of discussions between them which gradually led to the signing of MoU. In pursuance of the MoU signed on 29 June 2010 in regard to 7th ROP, the CANSSEA asked the government to take the association into consideration and ensure the implementation of the 7th ROP at par and effective date and year of the central services employees.
The representation, endorsed by CANSSEA president S Takatuba Aier and general secretary RE Lotha, stated that CANSSEA was entrusted to pursue the issues by the above mentioned various state services associations at a joint coordination meeting held in CANSSEA conference hall September 19 last.
