CAB Not a New Bill

As a bonafide citizen of the State, I am sharing my personal observation of the recent Citizenship Amendment Bill (CAB) passed by the LokSabha this, CAB is not a new bill, it was introduced in the parliament in the year 1955 and was passed, which means the present bill is only a modification and re-amendment of the parents bill of 1955. It is to be noted seriously that once the bill Is passed in both the house of Parliament the Bill will become and Act, which will be Imposed all over the States of India. With Its implementation, the States will not wield powers to debar citizenships for whomever have the required criteria to become an Indian citizens under the Act. As for the CAB , the State Govt. Has every right to reject the bill If it feels that it's a threat to its citizens and when the people of the land are against the Bill. Even in the present set-up with regard to the Bengal Eastern Frontier Regulations BEFR- Inner Line Permit (ILP) 1873, the State Govt. have not been stringent enough to check the inflow of illegal immigrants in the State. We do not have a strong monitoring and regulatory body to check the menace. In view of this alarming menace the State Govt. should re-structure the existing system/method, so that no loopholes are created for easy accessibility or procurement of ILP. To this regard, few suggestion are mentioned below: 1. State should immediately establish an ILP Record Cell Office at the Civil Secretariat, which must be digitalized and act as the Central data-based monitoring Cell linked with the District Administration ILP Cell, as well as the Police check-points. 2. No ILP should be issued to outsiders unless they hold valid legal documents. 3. State Govt. should be vigilant to whoever is misusing its responsibilities of issuing fake ILP's and strict imposition of rule of laws and penalties to these defaulters/impersonators. 4. It is also equally important that the State Govt. should consent all stake holders and civil-society bodies Into confidence while formulating policies and regulations to check illegal influx of immigrants. 5. That State Govt. should create a separate ILP monitoring Cell in the Police Department to assist the District Administration for stronger mechanism. 6. The State Govt. should immediately establish a Foreign Tribunal Court in the State. Finally, I respect the wisdom of our leaders who are policy makers of the State.
