Dimapur, Feb. 8 (EMN): The Angami Students’ Union (ASU) has listed out a number of rules for students, besides grievances for the authorities to address, even as students commence classes for the academic year. The ASU issued a press release on Saturday.

The union expressed concern for students appearing for their high school and higher secondary examinations who are ‘facing difficulties due to irregular power.’ The union appealed to the Power department to address the matter and exert ‘maximum effort towards providing power services during the examination season.’

‘Frequent load shedding and power outages should not come in the way of our students who deserve to be given urgent and necessary attention at this point of time. We trust that all required measures will be taken to address this particular concern,’ the union stated.

The union iterated its ‘code of conduct’ for students besides the public in general.

“The code produced below here has been necessitated keeping in mind the wellbeing of the daily affairs of the students as it has been brought to light that various detrimental activities are being blatantly committed by the students both outside and inside many institutions,” the union stated.

“Besides that, the code also covers many other factors which are contributed by the public towards such acts. The code seeks cooperation and support of everyone.”

The union listed the rules: Any students found at “alcohol joints,” cyber cafes or any other places in uniforms during the school hours “are unacceptable.” The proprietors of the “alcohol joints” and cyber cafes will also be ‘equally penalised.’ Students in uniform roaming about during school hours “shall be thoroughly checked and monitored,” the union stated.

Similarly, any student in uniform “found indulging in any immoral activities” shall be penalised “both inside and outside the school.” Further, any threat or any form of disrespect to teachers etc shall not be tolerated, the union stated.

“If any such incident occurs and if complaints are received then stern action shall be initiated against such insubordinate students.”

Further, students forming into gangs and involving in “gang fights” shall be seriously dealt with, the union stated. “Such practices must be discouraged by parents, teachers and the public by reporting any such gang activities.”

Again, any student in uniform who is found taking any intoxicants or any form of “abusive substances” shall not be tolerated. If caught or reported, and on confirmation of such acts, shall be seriously dealt with.

Further, students in uniform below 18 years of age should not drive vehicles. If caught, they will be penalised. “Reaffirming the standing resolution in regard to the usage of Govt. vehicles for dropping and picking up of students from schools is totally prohibited and will be penalised, the union stated.

Others rules spoke of advice to students to dress appropriately and decently, warning against abuse or harassment of students; adherence to concessions for students’ transportation fares by taxis and buses. Any case of breach or denial of concession must be reported immediately, the union stated.

Private hostels and institutions
The organisation also noted that some private colleges, schools and hostels are managed by individuals for profit and business leading to astronomical rates of fees with little or no facilities.

“Coupled with that, imposition of fines against failed subjects and absentees are prevalent. Therefore, it is strongly cautioned that such practices in some institutions are very well noted and necessary action will be initiated.”

The union also reminded all in concern about the tuition rates and private tuition fees which the ASU stated should be maintained and adhered.

The tuition fee structure includes class 10 and below: INR 500 per student as monthly fee with five classes a week and minimum one hour for every classes. Home tuition rate: INR 2000 shall be charged as monthly fee with minimum one hour for every class, the ASU stated.

‘The ratio of teacher/students for a single tuition batch should be 1:6. The above fee structure is strictly only for Urban Areas, whereas, the Union endorses and directs all the units to formulate their own fee structure in their respective villages and jurisdiction,’ the union added.

The public are requested to contact the union to report any case of breach of the stated regulations. They are asked to contact through SMS or to call the convener of the public grievance cell at the phone numbers 9862288196 and 7005088681, the press release stated.
