DC notifies against collection by local bodies
Dimapur July 18 (EMN): The ACAUT has on Tuesday condemned to what it referred to as harrasment meted out to the members of Dimapur Urban Councils Chairmen Federation comprising of more than 100 colonies for the purpose of taxation by one Colonel Tokugha of GPRN/NSCN.
A press release from the organisation stated,"The ACAUT totally condemns the action of one SS Col. Tokugha harassing the Chairmen community comprising of 100 plus colonies (DUCCF) under Dimapur Urban for taxation purpose.
This so-called Colonel has been giving sleepless nights to the Chairmen federation members for almost 2 months- throwing his weight around threatening the federation members with arrest and confinement in Camp Khehoi. The ACAUT would like to question the NSCN-U whether the organisation and the SS colonel is in tune with ground reality? Does the GPRN/NSCN really think that all its public relation exercises cosying to various tribal hohos and organisations will bear fruit when on the other hand it sanctions some people like Tokugha to harass the general public?"
They also stated that the colonel has been taking the name of "Camp Khehoi in his every utterances to cow down the Chairmen federation members is most irritating."
"The ACAUT challenges the colonel to arrest ACAUT members for confinement in Camp Khehoi instead if he has the GUTS instead of strutting around the houses of federation members like a prized bull which he is not.
The ACAUT would like to point out that Dimapur Urban comprises of atleast a lakh population and if a mere SS colonel thinks that he can intimate the Chairmen community it is gravely mistaken. Those Khushi-khushi days are long gone." it added.
They also stated that the said colonel has given till September 2017 as the final date of payment by the DUCCF.
To this end ACAUT stated that the "consequences will be grave If anything happens to any members of the Chairmen community. "
The ACAUT also demanded that the colonel be terminated from the GPRN/NSCN immediately else ACAUT should not be held responsible for any course of action which it may be compelled to undertake.
"In the meantime, the ACAUT directs the DUCCF not to pay any form of tax to any faction which is as per the 31st October 2013 resolution," it reminded the DUCCF

Meanwhile the Dimapur district administration on Tuesday has come out with a notification in continuation to its earlier notification against the collection of tax by local bodies on behalf of the Naga Political Groups.
"In continuation to this office order No.CON/l&0/2000 dated 19th May 2015 and Circular dated 19th May 2015,all the Village Council Chairman/GBs and Urban Ward authority/GBs are hereby directed not to collect any tax on behalf of any Naga Political Group (NPG} from the residents of villages/wards / colony or deduct any amount from Government fund provided for village development as this is illegal and in total violation of Govt rules," stated the notification from the Deputy Commissioner Kesonyu Yhome.
It also stated that any local authority found violating the order shall be penalised as per the provisions of the of Village and Tribal Councils Act, 1978, and other relevant laws.
