Manipur cabinet has decided to approach the Governor with an appeal to convene 10th session of the 10th Manipur State Legislative Assembly from February 25 as the State’s annual budget for 2015-16 must be prepared before the month of March.
A decision has been taken in a state cabinet meeting chaired by the state Chief Minister O Ibobi last night.Informing about it to the media, spokesman of the ruling front Moirangthem Okendro who also holds the education portfolio in the Ibobi ministry in Manipur said the State Cabinet is hoping to adjourn the House session before Yaoshang(holi) festival in March. Being the first session of the current year, the Governor would address the House, the minister added.
The state cabinet also agreed to table the Dhanamanjuri University (DU) Bill 2014, Manipur State Cultural University Bill 2015 and the Draft Manipur Ropeway’s Bill 2015 in the upcoming assembly session so as to pave way for establishment of a State University in the State under Rashtriya Uchchatar Shiksha Abhiyan(RUSA) as it’s Project Approval Board had already been approved the proposal.
It may be worth mentioning here that the Bill was tabled in the last assembly session but it was withdrawn as certain important points were found missing.
It is also stated that DU would be set up after merging together all DM Colleges (DM College of science,DM College of Arts and DM College of Commerce), GP Women’s College and LMS Law College, all in Imphal. Establishment of DU can ameliorate the woes of State students desirous of pursuing higher education who could not get admission in Manipur University nor go outside the State due to financial difficulties, education minister felt.
In order to develop Manipur Forensic Science Laboratory, the State Cabinet agreed to fill up 24 vacant posts. In addition to recruitment of 276 staff for State Health Society under National Rural Health Mission, the existing ban on appointment in Election Department would be lifted to fill up some vacant posts.
The Cabinet meeting however failed to discuss the Bill related to enforcement of Inner Line Permit System in the State or a similar mechanism. Thus it decided to defer the matter for sometime as the Bill was reportedly not comprehensive enough, sources added.
