Why bifurcation of secondary/ elementary education from higher secondary is needed?

The bifurcation of Secondary/Elementary Education from Higher Secondary is the most urgent need of the department due to following practical reasons/ factors mentioned below. (In view of its urgency and needful, the Association has been fighting for bifurcation of the department for the past 13 years through peaceful means). 
Different Entry Point: The entry point into service for higher secondary and secondary/elementary cadres is different as higher secondary teachers enter the service as PGT which is Class-II whereas secondary/elementary teachers enter the service as GT or PT which is Class-III. Since the entry point is different, the higher secondary teachers always have advantage in matter of promotion. When the pace of promotion is measured, the 26/27 years of service of GTs are made equivalent to 7/8 years of PGTs. The PGTs appointed in 2008 are now promoted to VP which is equivalent to HM. On the other hand, a graduate teacher to become HM, he/she need atleast 26/27 years of service. This is too disproportionate as far as the promotional avenue of the two cadres is concerned. 



Different Academic Session: The academic session of higher Secondary & Secondary/ Elementary is different. The Secondary/ Elementary (Classes 1-10) start its academic session by January/ February but higher secondary starts it by May/June. Due to different academic session, examination schedules, academic and co-scholastic/co-curricular activities cannot be conducted together at the same time and at proper time which affects the smooth functioning of the school as it is being run under the same roof.
Management Problem: The management of the two different segments  under the same school has a practical management problem. On a closed observation of the past 6 years academic results of HSLC & HSSLC Examinations, it is found that in almost all the Govt. Higher Secondary Schools, the results of HSSLC is far better than the results of HSLC Examination, which may be due to the differential treatment of the Heads towards the two cadres (paying more attention to one side while neglecting the other section). This shows that the issue is affecting the teaching– learning process and academic performances of the students of the composite Govt. Higher Secondary Schools.
Different subject options: The students of Higher Secondary Section opt different subjects according to their choices for which, after every period there is coming out and coming in thereby making the school corridor a busy walking streets which disturbs the students of Secondary/ Elementary Sections having classes as they enter the classes at the same time, go for recess at the same time and end up their periods together. Here one is of college system and the other is school system.
Cadres, Seniority & Promotional Channel is different: The employees of Higher Secondary Sections belong to Higher Secondary Cadre where as the employees of Secondary/ Elementary Wing belongs to the Secondary/Elementary Cadres. They belongs to the two distinct cadres and two separate entities. 
The seniority list of the two cadres is also totally different since both the cadres maintain their respective cadre seniority list separately. The seniority list of Higher Secondary will have the names of PGTs and upward Officers. And the seniority list of Secondary/Elementary will have the names of GTs and Officers of the concerned cadres. Since the cadre, entry point and seniority of the two cadres is different, Higher Secondary and Secondary/ Elementary employees have the different promotional channels. PGT will be promoted to Vice-Principal then to the Principal and so on and GT will be promoted to AHMHM etc…
Problem of two Heads: One head is Headmaster and the other one is Principal. HM is 10-18 years senior to the Principal both in service and in age. The Principal now the Head of Institution is just a student of the HM when HM was a GT and such is the situation now being encountered in all the composite Govt. Higher Secondary Schools. All works to be done by HM or matter related to classes. 10 and below are addressed to the Principal in correspondence from higher-ups which in turn lead to misunderstanding between two heads and administrative problem of the concerned schools.
Differences among the teachers & the students: As mentioned, one group of teachers is Class-II and another group of teachers is Class-III for which there are lots of undeclared egoism and differences among the two sets of teachers which is surfaced directly/ indirectly every now and then which is very undesirable in the school atmosphere where many innocent children are watching and observing. The senior-junior issue is very much prevalent even among the students as one sets of students are studying in the school for more year and another set of students come as freshers but higher in class and in age. Election of students Council Office Bearers become a hot issue on this. Situation is controlled by teachers but feelings of some section of students remained hurt.
Daily routine and period duration: As far as daily routine is concerned though both PGT and GT are working under the same Institution, yet work load of PGT is lighter compare to GTs. PGT usually take one or at the most two periods a day compare to daily 3/4 classes of GTs which gradually diminishes the professional zeal of secondary teachers. The period duration of Classes 5-10 is 35-40 minutes and for Class 11-12 is 50-60 minutes. As a result, bell ringing after every period is also clashing and creating disturbances for both the teachers and students.
Infrastructural Assets: The assets, properties, infrastructure etc. which are created, developed during High School stage become the ultimate disposal of the Principal & Vice-Principal. HM & AHM Quarters and their official rooms become automatically belong to the Principal & VP. All the ministerial & supporting staff of Secondary/ Elementary Sections are now under the command of Principals. All the powers, facilities, privileges etc. earlier held by HM/AHM are now rest with Principals & VPs.  
Withdrawal of HM & AHM from GHSS: The proposed withdrawal of HM & AHM from GHSS at this juncture will be a drastic measure as it will adversely affects the students of Classes 10 & below putting their career on test and the Secondary teachers will be left parentless. The heavy enrolment schools will be the most effected ones as Principal & VP alone cannot manage all the classes from 5–12 with the different sections and streams (The result is already seen in the point 3–Comparative results of HSLC & HSSLC Examination).
The HM & AHM though senior in service and in age will be working only in remote and village areas giving all the good facilities and good postings to the Principal & VPs which is not fair as far as the service seniority and service contribution towards the Department is concerned.         

Govt. Notification Dated The 15th Feb 2016.
As per Govt. notification NO.DSE/GEN/12-34/2014 (pt) dated the 15th Feb 2016 regarding duties and responsibilities of Principals and Headmasters of composite Govt. Higher Secondary schools Point-V, it stated that “HM & AHM in the 41 GHSS shall be posted out of the school by way of promotion, retirement or transfer in a phase manner and shall become a permanent rule in future once the process is complete”.
The notification means the posts of HM & AHM will be no more in the composite Govt. Higher secondary schools. In other words, 41 posts of HM and 41 posts of AHM altogether 82 Officers posts of Secondary/Elementary sections will be abolished in the process. Moreover, Govt. is contemplating to upgrade more GHS to GHSS wherever necessary. That means, more posts of HM & AHM will be losing as Govt. upgrades more GHS to GHSS. 
This exercise will ultimately curtail the promotional avenues of the Secondary/Elementary cadres as Sr. GTs who are to be promoted to the posts of AHM & HM will have no post vacancy(s) be filled up. The said notification will aggravate the problems of extraordinary condition of promotion stagnation of secondary/elementary cadres in the department as GTs who are to be promoted to the immediate higher pots after 24/25 years of service will now have no outlet as many of such posts shall be disappeared as far as the Govt. notification is concerned. Hence, with a view to create a congenial, peaceful/pleasant and healthy working environment for both the cadres of Elementary/Secondary and Higher Secondary Education, the constituent Associations have been demanding for bifurcation of the department for the past 13 years as stated. However, till today Govt. remains unresponsive to our genuine cause, therefore we once again urge upon the esteemed authority to do the needful in the common interest of the Elementary/Secondary sections of the department.
