Dimapur, October 4

A joint emergency meeting of three Peren villages including Old Peren village, New Peren and Kezanglwa was held at Old Peren village council hall on October 3, wherein elders and intellectuals of the Peren community participated. The meeting concluded with prayer pronounced by Rev. Suitei. After much deliberation on pertinent issues, the some points were unanimously resolved by the house. Deliberating on the issues of land being illegally sold out by the four Kuki villages which include Old Chalkot, New Chalkot, Lilen and Saijang, the meeting reaffirmed its stance of banning all those ‘illegal activities.’ The prospective buyers have been warned not to purchase any piece of land from the four villages without obtaining due permission from the original land owner.
According to a statement issued by three village chairmen Haisobi Hega, Hiareuzinbe Hegui and Namnabi Hegui, a MoU was signed between the Kuki Inpi and Zeliangrong Baudi (Hoho) on 22nd June 1999 wherein, it was stated in declaration No.(A) (1). of Annexure “A” that “ We, the concern villagers of the following villages hereby declare that Old Peren Village is the original land owner of the Kuki villages namely:- (1).Old Chalkot. (2). New Chalkot (3).Saijang (4).Lilen”, which was countersigned by the then Peren ADC, Wepretso Mero.
MOU number 5 further states that Kukis will not sell out or dispose the land in barter system to any people without the knowledge of the concerned land owners (Zeliang Nagas) in whose land establishment of the village had taken place.
Stating that the buyers were trying to legalize their purchase by registering their Sale Deed document through the district administration or Notary public, the statement urged all concerned not to entertain any such document. “Just because the purchase document is registered does not mean the rights of the original land owner will be abrogated or wiped out. No amount of such act will override our inherent customary rights. It is also learnt that certain self-vested individual/organization are issuing NOC to the prospective buyers for the purchase of land within the above four stated villages under Peren village jurisdiction.
The chairmen strongly warned that any individual/organization involved in such notorious act would be dealt with accordingly as per the law of the land. The statement said, whoever has bought land without obtaining due permission and consent from the Peren village would be at their own risk and such sale/purchase act be termed as null and void.
The meeting unanimously decided to use the same nomenclature of “Peren Land Settlement Board” and also to follow the same structure/strength of officials which was constituted on 26th November 2011. The Board highlighted its achievements and latest status of the land issues to the house since its inception till date. The house also unanimously renominated the same board members for tenure of three years. The five-member board are:

(1) Amang Sephe : President
(2) Dr.Ndangkie Ndang: Secretary
(3) Chairman, Kezanglwa village (Haireuzinbe Hegui): Member
(4) Chairman, New Peren village (Namnabi Hegui): Member
