NVCO exposes alleged corruption in DH&FW

Dimapur, JUNE 5 : Nagaland Voluntary Consumers’ Organisation (NVCO) has alledged that 319 appointments out of 804 were made without vacancy and government’s approval while some cases were regular without vacancy or without sanctioned posts by the Department of Health & Family Welfare made from 2014 to May 2016 as per RTI application.

The NVCO said, PIO of Health & Family Welfare (Nagaland Civil Secretariat) had furnished the appointments of 37 Medical Officers(MOs) and 3 Physiotherapists made on the recommendation of NPSC.

“And the other 13 MOs on contract (backdoor appointment) made from 2014-2016 (till date) which include 6 MOs in 2014, 4 MOs in 2015 and 3 MOs in 2016 and these posts were against the sanctioned posts.”
The NVCO questioned as to why the department was continually practicing backdoor appointments and not sending the requisition to NPSC for the conduct of examination through proper selection process by advertising the posts in newspapers. “The candidates/ employees whose appointments were made through without proper selection process would remain as ‘backdoor’ no matter how long he/she had been served or regularised or even got several promotions, etc.”

The NVCO said that huge appointments were made over two years time and all the appointments included backdoor, without vacancy, regularized without vacancy, with and without govt. approval and against retirement, etc. “It is listed below in District-Wise and the NVCO had also rated in whose time the Principal Director could issued highest number of appointments especially without vacancy & regularized the posts without vacancy.”

Earlier, the department had terminated more than hundred employees just in one district whose appointments were without vacancy or without sanctioned posts.

The NVCO said, the department is continuing the same blunder and illegality which is amounting to exploiting the livelihood and career of citizens given them false hope to the extent of regularisation.

The NVCO therefore strongly demanded the concerned administrative head/competent authority to take stern action against the irregular appointments.

“Now, the Govt. has taken a decision that all those irregular appointments made by them should be immediately cancelled by the concerned Administrative Heads of Depts, and also criminal prosecution of the guilty officials be taken by filing an FIR in the Vigilance Commission and all payments of pensionary benefits should be withheld till criminal case is disposed off”.

Meanwhile, the NVCO also extended support to the Nagaland Public Rights Awareness and Action Forum (NPRAAF) in their protest against the department of Tourism and Food & Civil Supplies with a demand to cancel the backdoor appointments.

The NVCO & Convenor ACAUT Nagaland(legal cell) president Kezhokhoto Savi, Advocate maintained that on May 23, an RTI application was submitted to the PIO of Food & Civil Supplies, Govt. of Nagaland seeking an information to furnish detailed records of kerosene allocation in the State (AOD as well as MD) including district-wise allocation for the last five years till date.

“The kerosene allocation is mostly awarded to the firms owned by the local including political party top leaders and the entire allocation is operated by the non-local in all the districts and sub-divisions in the State and it is kerosene which caused huge damages to all vehicles be light or heavy, private or government or commercial as the major shares of kerosene allocation goes to fuel station for diesel or petrol adulteration. The allocation goes to firms owned by local except few non-local like RBC and the Naga firms just take commission and allows non-locals to operate the way they like and most of these business men runs petrol pumps. Places like Tuesang adulteration rate is high that many citizens don’t buy especially government servants posted there usually buy at Mokokchung fuel station and even buy extra for the rest of their stay. The business community have their problem of much illegal taxation at the check-gates and various underground taxes but the consumers cannot remain silent anymore and now it is the right time to rebel to fight against all the illegality and corruption as kerosene allocation also involves politicians and government servants into corruption.”
