Nagaland utilises 68% of PMMVY funds

Nagaland has utilised a total of 68% (INR 10.5762 crore) of total funds available (INR 15.5696 Crore) under Pradhan Mantri Matru Vandana Yojana 2.0 (PMMVY) as on March 1, 2023.

According to a report released by Accountability Initiative under Centre for Policy Research, Nagaland, West Bengal, and Meghalaya had the highest percentage of eligible citizens who were paid all installments out of total eligible citizens paid.

On the other hand Himachal Pradesh, Madhya Pradesh, and Tamil Nadu had lower percentage of eligible citizens who were paid all installments in financial year 2022-23 till November 21, 2022.

Pradhan Mantri Matru Vandana Yojana 2.0 (PMMVY) provides partial wage compensation to improve health-seeking behaviour of pregnant women and lactating mothers for two live births.

For the first live birth, the scheme provides a total of INR 5,000 in two installments upon the fulfillment of certain health-seeking practices and in case of the second live birth, a one-time lump sum of INR 6,000 is provided after birth of a girl to promote positive behavioral change towards the girl child.

Utilisations

Out of the total available budget across India, 88% funds were utilized and as on January 27, 2023, out of 30 states and UTs, Punjab had utilised 108 per cent which was more than its available budget, followed by Himachal Pradesh (96 per cent), Bihar (94 per cent), and Madhya Pradesh (94 per cent) had also utilised a high share of their available budgets.

On the other hand, states such as Rajasthan (78 per cent), Sikkim (72 per cent), and Nagaland (68 per cent) had utilised a lesser proportion of total funds available.

As per the report, Nagaland percentage of eligible citizens paid all installments out of total eligible citizens paid in 2019-20 was 85%, while in 2021-22 it was 79% and for 2022-23 till 21 November 2022 were 80%.

The average disbursement under PMMVY per eligible pregnant women and lactating mothers (PWLM) as on July 15, 2022, was INR 4,354, which was INR 646 lesser than the owed entitlement of INR 5,000 per PWLM for first live birth.

However, Nagaland (INR 4,832), Manipur (INR 4,780), and Mizoram (INR 4,603) had more payments under PMMVY for first live birth, compared to Chhattisgarh (INR 4,120), Tripura (INR 4,107), and Tamil Nadu (INR 3,630).
