Nagaland Has Become Looting Machine.

The Government Systems in Nagaland has become almost an incorrigible Looting Machine; Government is the King Pin of the System and an accessory to it is the Queen Pin which is the IM, Other NPG’s are Camp Followers.
The difference in the Money making Machines is that the Government Systems starts with Assembly Election involving, the Political Parties, their Financers, Village Councils, Ward and Colony Youth Groups, the Woman Groups, the Ethnic tribal Groups, the co-operating Bureaucrats, Super Contractors and the IM who has emerged as the Fortune Teller of the richer Political Parties usually the Party or Group in Power. The Church does not directly work in Tandem with the Government System but here and there, are Influential Church Workers who like to be in the Good Book of the Powerful and the Rich that form an important part of the Ruling Class.The distinguishing feature of the Government and the IM Systems is that the Government System employs Non-Violence and Finances, the IM System depends on the influence of the Barrel of the Gun, Force, Coercion, Threats and Intimidation. The IM has become a System Par Excellence in producing the desired Result of an Election. No wonder today in Nagaland no one can hope to come out successfully in an Election without the ‘Blessings of the IM”. Already some extinguished State Politicians are said to have joined the IM as Shadow Kilonser in the hope of an IM Government in Future at the successful conclusion of and Indo-IM Political Accord! All the honorable 60 Members of the Nagaland Assembly has given their word to vacate their Seat to accommodate the Socialist Government in case it turns true.
The Government Bureaucrats may wonder where they have become subsidiaries to the Government’s Looting Machine. They have become so by their lack of conviction to uphold the Rule of Law in the Offices or in the Society, by their loss Control of the Illegalities of some Services violating its own Service Rules. The System has no Ethics supporting the Rule of Law, no good conscience for maintaining a proper Cadre Strength of the Government Services, employing Staff in excess of requirement, Appointments without vacant Posts, and carelessness for the Service Rules, Arbitrary appointments etc. These are accessories to generating a Looting machine in the Government.
In the Looting Machine under the IM, founded on, the foundation of self appointed Guardian of Naga Sovereignty, on Force, on coercion and on self appointed authority over all the Populace. In this machine, the Town Commander occupies the pivotal Pin. He can make arbitrary arrests, arbitrary Orders and Summons.
The present ire of the IM in the Wokha District all started from the Town Commander’s ‘Summons’ to a Lotha Village just timely after the Village received its share of NREGA Fund for the Village development Schemes.
The Oxford Dictionary defines ‘SUMMON’ as “an authoritative call to a Law Court on an occasion”. Except by a legal Magistrate and in connection with a Case in the Court, no others have the Authority to Arrest or summon a law abiding Citizen of the State.
The Village Council and VDB Officers have every right not to honor the Summon of the IM Town Commander. The Time has come for the Naga in the Village to know their Rights. It is very encouraging that the Yikhum Villagers have strongly held to their civil Right.
The IM appears to be very sore with the ACAUT support for the Rights of the Villagers. It is nice that the IM fights for the Independence and Sovereignty of the Nagas, but if my memory serves me right, I remember Mr. Muivah himself has said in the Papers that there is not question of Sovereignty and Integration in the Talk and that India understands the difficulty of the Naga and IM also understands India’s difficulties.
When everything is said and done about the ACAUT and of the IM, it must be said that the Spirit of the Law is with the ACAUT to release the Naga from oppression, the recovery of their Sight; to proclaim freedom of their Rights and to proclaim the year of the Law’s favor for the Naga Society, more than the GPRN/MIP.
