Nagaland CEO issues guidelines on nomination process

Following announcement of the Election Commission of India (ECI) for conduct of general election to the 14th Nagaland Legislative Assembly, Nagaland Chief Election Officer (CEO), V Shashank Shekhar, has issued guidelines for nomination of candidate by all the political parties.

The filing on nomination for general election to the 14th Nagaland Legislative Assembly has been announced from January 31 to February 7.

An update from the Election department informed that nomination form would be available online on the website of CEO/ DEO. It stated that any intending candidate could fill it online and its print could be taken for submission before the returning officer as specified in Form-1 (Rule-3 of conduct of Election Rules 1961).

It stated affidavit may also be filled online on the website of CEO/DEO, while its print could be taken and after notarisation be submitted along with the nomination form before the returning officer.

It stated that candidate could deposit security money through online mode at the designated platform. However, a candidate would continue to have the option of deposit in cash in the treasury.

It informed that candidate could also exercise the option to seek his/ her elector certification for the purpose of nomination online.

It stated that general election to ‘NLA 2023 Suvidha’- optional facility for the candidates and political parties, should be applied online nomination form and affidavit and also apply online for different permission during election campaign.

It informed that application link is provided on the official website www.ceo.nagaland.gov.in.

It stated that candidates could make online data entry of their personal details in the nomination form and affidavit (Form-26), registration, data entry of personal details in the form and affidavit, selection of preferable dates, security deposit and physical submission of print out of the form filled online.

The online permissions included permission to hold meeting and loud speaker, opening of temporary office, vehicle permit, permit to take out procession, loud speaker, permission for street corner meeting, helicopter and helipad, permit for construction of rostrum/ barricade and vehicle permit.

The commission further stated that all the returning officers’ chamber should have sufficient space to perform the function adding that the returning officers should allot staggered time in advance to prospective candidates. It also stated that returning officers should take required steps for submission of nomination form and affidavit as per the provisions contained in the Representatives of the People Act, 1951.

CEO further apprised to all the returning officers to strictly adhere to the direction of the ECI.
