Government policy on Chang-Yimchungrü trouble

[dropcap]I[/dropcap]t is unfortunate that disputes between two Individuals of two Tribes in Nagaland quickly develops into Inter-Village Disputes or Inter-Tribal Troubles in all earnestness, and a quarrel between two Villages flares up into serious Tribal Issues even War, in utmost earnestness, between the two Tribes.
Why should a quarrel between two specific Individuals or Villages develop into a full scale conflagration between the two whole Tribes? No doubt the present case is a land boundary Issue; but should the whole Chang Tribe and the whole Yinchungrü Tribe get on each other with earnestness; Is it not an Issue between Two Villages only?Other places in India, people do not feel Tribal and so trouble between Peoples are quickly taken up by Mobs which do not differentiates people into Us and They but becomes a Free for all whether Innocent uninvolved or not.
Mobocracy is being developed fast in the Nagas too; and in the last March 5 incident at Dimapur, some people quickly grew into incensed senseless Mob on wanton rampages against Iron Shutters, Cabbages, Chillies, green Vegetables, Cloths and lifeless Materials in the Market. This shows how quickly Mobocracy can sway some people in Nagas too!
The Government of Nagaland can become stronger by developing Realistic Clear cut, Policy and standing Firmly on them in dealing with how to go about in Land Disputes in the People. Without a Clear, Realistic and Firm Policy in the Government, the Society would waver and becomes indecisive, if not directionless. The Government must be helped to issue Firm Policy Directives to the Bureaucrats otherwise the Babus may have meetings after meetings and discussions after discussions but Directionless and unable to Bell the Cat.
If I am entitled to express my Opinion; the present Chang and Yinchungrü Trouble should not be allowed to escalate into the Level One Naga Tribe Vrs another Naga Tribe, it must de-escalate into the specifically concerned Village and the people in them. The Government should firmly press for such a stand.
Please allow me to express my Opinion on what should be the possible Government Policy on the Present Chang-Yinchungrü Trouble:
I. FIRST: Government should immediately make the Area a ‘DECLARED ‘DISPUTED STATUS-QUO AREA’. (No Development Activity in the area till the trouble is settled; only Humanitarian activity to the People through the DC or the Government approved Organization only. If any Party refuses to honor the Government declaration, then Government may device ways and means to press for them)
II. SECOND: The Government should INITIATE PEACE PROCESS (to prepare and bring the two Heart’s –Chang’s and Yinchungrü’s- into a Peaceful ‘Give and Take Attitude’); mainly and initially through the Convenership of the NBCC, strongly supported by the Government with the Objective to bring the two Groups into a face to face Negotiating Table. (This may take a minimum of 6 – 12 months)
III. THIRD: The Government should INITIATE BOUNDARY DEMARCATION PROCESS. (once the Policy No.II Objective is achieved, a Boundary Recommendation Commission, Chaired by the Seniormost Naga Retired Justice of the Supreme Court assisted by Commissioner Nagaland, and consisting of 6 Reputed Members from outside ENPO Naga Communities of Nagaland, be formed to suggest a demarcated Boundary between the two Groups. The Process may take a minimum 14 to 18 months after the Commission is constituted, for the Recommendations)
If Nagaland Government can take Strong, Firm and Realistic decisions, it will grow strong.
