ENSF hopes govt will fulfill Nov, 2013 agreement

Expressing utmost dismay at the State government for not fulfilling the agreement assured to it at the Chief Secretary’s conference hall on November 26, 2013, the Eastern Naga Students Federation (ENSF) has urged the government to be sincere in its commitment and implement its assurance. It is hopeful that the government will reciprocate to its plea on or before November 15, 2014. At the same time, the Federation informed all its six federating units to be cautious and be mentally prepared for any eventuality.
In a release today, ENSF general secretary Honang M Jessuhu stated that the government assured to fulfill its demands at the joint ENSF-Cabinet meeting presided over by Assembly Speaker at the CM banquet hall following a thorough deliberation on November 25, 2013. The ENSF-government agreement dated 26th November, 2013 is an offshoot of the meeting dated 25th November, 2013, the release said.
According to the minute/agreement of the meeting between the State government and the Federation, the following points were thoroughly agreed upon, the release said.
Matter relating to 161 posts under SSA and 299 teachers posts under RMSA
Since the recruitment process of the 161 teachers was already underway to be conducted on 14th of Dec 2013, it was agreed that the process should be allowed to be completed and thereafter those appointed 161 teachers should be posted in the schools for performing duty on day 1 by the next academic session. In this regard, the dept had committed to submit the names of all the teachers appointed through such a process to ENSF once the recruitment is completed. However, No Single teacher had reached the school on Day 1 of 2014 academic session nor the department had furnished the list of selected teachers to the Federation as committed. All selected teacher should be appointed and the list of the appointed teachers should be furnished to the Federation by 15th Nov 2014.
(With regard to the post of 299 teachers under RMSA) it was agreed that the advertisement will be issued by the 16th of Dec 2013. However even after the lapse of 10 months, No single teacher had been recruited till date.
Matter relating to 497 and 132 teachers post as reflected in the Niathu minutes
(I). The Matter concerning 132 teachers posts requiring more clarification from the records of the department and as the Federation did not agree to the merger of 132 into 825 therefore, it was agreed that the matter will be clarified by the department by 10th August 2014. The Federation still waits for Clarification from the department.
(ii). With regard to 497 posts of teachers as reflected in the Niathu minutes it was decided that the number of posts should be counted as 198 after accounting for the 299 posts of teachers that was already sanctioned under RMSA and schedule for recruitment as decided at point no. A. (II). No Single teacher had been appointed till date.
(iii). As regards to 198 posts it was decided that the government will sanction the post giving the financial year 2014-15 as the date line for its full implementation. The Financial year is almost coming to an end however, no recruitment process or advertisement had been published till date
(C). As regard the formation of verification committee, it was agreed that the inclusion of the tribal students union in the verification committee would be emphasise and appropriate direction would be issued by the department to all the chairpersons of the verification committees. In this regard, the Federation hereby urges all the respective federating units to submit a compiled report (if conducted) to the office of the federation on or before 10th Nov 2014.
2. SCERT-TET ISSUE: As agreed upon, The Federation also questions the state government whether it had initiated the matter with the government of India for further relaxation beyond 31st March 2014 to provide relaxation in the recruitment process for the candidates from the four districts of Tuensang, Mon, Longleng and Kiphire. The state government should also expedite for the establishment of DIET/BIET in the remaining districts and blocks. Until such institution is established, the criteria for recruitment should be relaxed and kept open. The state government should uphold the agreement as reiterated that such posts and vacancies against Dimapur district is open for recruitment from all eligible Naga tribes of Nagaland.
