Dimapur police to launch biggest enforcement almanac

Still no word about extortion, civil security though

Police authorities of the Dimapur police panel will “very shortly” launch an enforcement drive against vehicles that violate a count of offences, including those with tinted glasses, and vehicles in the district that are without registration and those plying with non-Nagaland registration, and for two-wheelers the police has in store for them a heady lesson or two. The Dimapur police establishment will begin the enforcement – probably the biggest yet since the Dimapur district police was declared a quasi-commission this year –against violators and prosecute them for offences “very shortly”.
The district police issued a press release on Thursday to outline the activity. There was no mention about when the enforcement would begin although they mentioned that it would be “very shortly”. There is not word if the police have a course of action for penal offences such as breach of civil security and the rampant extortion in the commercial district.
Tinted glasses
In accordance with the direction of the Supreme Court of India banning the use of black / dark/ tinted films on the car windows and windshields, the police will be checking vehicles throughout the district. Dimapur police will begin an enforcement drive against defaulters soon and violators will be penalized as per the law, the authorities said. “Tinted materials pasted on safety glasses in the vehicle will be removed. As regard to the interpretation of the Visual Light Transmission of 70% for windshield and 50% for side windows, the apex court has clarified that this provision as per Rule 100 (2) of the Central Motor Vehicle Rule 1989, are relatable to the manufacture of the safety glasses for the windshields and side glasses only,” the police said.
In other words, the mentioned Visual Light Transmission applies to the safety glasses that come from the manufacturer of the vehicle and, any other material in the form of films, curtains etc., “they are completely banned irrespective of the percentage of Visual Light Transmission (VLT) blocked or allowed by them,” the police said.
The authorities have exempted authorized vehicles used by those under the ‘Z Plus’ and ‘Z’ category protected persons though. The Dimapur Police appeals to all citizens including VIPS, bureaucrats, government officials, army, paramilitary not falling under such category to cooperate and voluntarily removed such materials from the windshields and side glasses. “Penalties and action shall be applied as per law,” the police said.
Helmets
Also, the Dimapur Traffic police will undertake ‘strict enforcement’ of the use of helmets for two-wheeler riders.
“Riding a two-wheeler without helmets is an offence and can be penalized under Section 177 of the Motor Vehicle Act (MV Act) 1989. Penalty of Rs. 100 for first offence and up to Rs. 300 for subsequent offences will be imposed. Citizens are requested to cooperate, exercise of which is being enforced for their own safety,” the police said

Busy Thursday for Dimapur and Kohima police

In other matters, the district police establishments of Dimapur and Kohima have been having a good run at the police crime beat. Among those the Dimapur police have netted include two illegal-SIM card dealers, the arrest of a police officer accused of killing his wife, and arrest of eight illegal immigrants.
For Kohima district police, the catch for Thursday included a smuggler of the controversial medicinal plant Ginseng, and the arrest of an enterprising Naga man who has been charged with withdrawing money that didn’t belong to him in the first place. Both the establishments issued press release listing out the day’s events on Thursday, May 21.
In continuation of its efforts to check the sale of pre-activated SIM cards, the Dimapur police have arrested two more persons. They have been identified as one Victor Das and a Akal Uddin. They have been charged with selling pre-activated SIM cards and have a case in the Diphupar Police Station.
Also, the police have found the dead body of an unidentified non-local male along a road side at Sematilla Colony in Dimapur. The cause of death is yet to be ascertained, police said. “If such person is reported missing, please contact sub-urban police station,” the police said. The police estimated the person be aged around 40-50 years; his approximate height is 5.5 feet and had black curly hair; he was wearing grey pants and a striped shirt
Also, in a delayed report, the police informed that they have arrested the police officer accused of killing his wife. On May 18, one Imtimeren Chang, serving as a sub-inspector of the District Executive Force (DEF) of Zunheboto was arrested on charges of murder. “He had stabbed his wife Lisila with a knife, the later who succumbed to her injuries at Civil Hospital Dimapur. A case is under investigation at Diphupar Police Station,” the police said in the press release.
Likewise, the police have arrested eight persons from Chumukedima check gate on May 20 while they were trying to cross without possessing Inner Line Permit. They have been forwarded to the “court for prosecution”.

Make hay while ATMs shine

In another case, an adventurous Naga youth is facing police music for drawing money – someone else’s, that is. Kohima police have informed that on May 8, a prominent citizen of Kohima town lodged an FIR with the north police station complaining that his ATM card was being used “for numerous times in withdrawing cash” by unknown persons. The cash amounted to Rs. 23,000 approximately, police said.
The police scrutinized CCTV footages of ATM booths following investigations of more than 12 days. The breakthrough finally came on May 20 when they zoomed in on one Ruokouvolie, a 20 year old from Nerhema, under Kohima district and a resident of Bayavü colony in Kohima town. He was arrested by the investigating agency and charged with the crime.
“The accused of the case admitted to have withdrawn a cash of Rs. 23,500 and the following articles which were purchased with the stolen cash were also recovered from his possession: one brand new mobile phone (i-ball), one brand new black colour Karbonn mobile phone, one brand new shirt, one brand new pants (grey colour), one brand new earpiece, one brand new grey colour shoes, the stolen ATM card…” the police informed in the press release.
In this connection, a regular case vide Kohima North P.S Case No. 0045/2015 U/S 380 IPC R/W 66 IT Act is registered against him for conducting further investigation.

Heady catch: Two arrested for smuggling booze

In another case, police personnel manning Phesama check gate on May 20 intercepted one Maruti Alto (WB-20-J-5719) from which they found 112 bottles of beer and 36 bottles of rum. Two persons namely Thila, of Maram village in Senapati district of Manipur and Moses Chawang, also of Maram village have been arrested for possession and transportation of liquor.

Smugglers going environmental-friendly

The day has been apparently full for Kohima police as well. On May 21, personnel of the District Intelligence Branch of the DEF of Kohima intercepted a white Mahindra Scorpio (NL-07C-4913, engine MJC4H76790, chassis MA1TA4MJNC2H20678) from which they found eight jute sacks carrying Ginseng. The smuggled plant weighted 600 kilograms approximately, the Kohima police informed in a press release issued on Thursday.
One K Kuba, 26 years, of Lairouching village under Senapati district in Manipur has been arrested in this connection.
“The arrested person tried to hoodwink the police by producing invalid clearance of various check gate documents issued by the department of Environment & Forest, Arunachal Pradesh,” the police stated.
