Dimapur, Kohima and surrounding areas declared as containment zones for 7 days

All activities including movement of persons to be suspended

Dimapur, May 3 (EMN): As Covid-19 cases continue to surge in the state despite issuance of consolidated guidelines, Nagaland state executive committee on Monday declared Dimapur, Kohima and surrounding areas as containment zones for seven days to prevent the spread of the disease.

The areas declared as containment zones are Dimapur Municipal Council; Chümoukedima Town Council; colonies and villages along Dimapur-Chümoukedima four-lane road; Kohima Municipal Council and New Capital Complex.

All activities, including movement of persons will be suspended in these contentment zones from 7 pm of May 5 (Wednesday) for a period of seven days (May 12), stated the order issued by the Nagaland State Disaster Management Authority (NSDMA).

However, the following activities have been exempted from restrictions:

  • Movement of goods vehicles including vehicles carrying oxygen/ oxygen cylinders and other medical equipment.
  • Healthcare facilities including animal healthcare, hospitals, clinics, nursing homes and movement of healthcare workers.
  • Pharmacies, including those selling veterinary medicines.
  • Persons going for Covid-19 vaccination, Covid testing and medical emergencies.
  • Officers and staff working in district administration, police, security forces, Fire and Emergency services, Home department, Medical, Postal services, NIC, NSDMA, Home Guards and Civil Defence, SDRF, Power, PHED, Food and Civil supplies, Finance, Treasury and Accounts, Banks/ ATMs, IT and C, IPR, AIR and Doordarshan.
  • Construction activities.
  • Agri and allied activities.
  • Funeral services, limited to not more than 20 persons.
  • Vegetable, fish, meat vendors, milk booths to open from 6 am to 2 pm.
  • Local grocery stores including animal feed shops for public purchase to open from 6 am to 2 pm.
  • Petrol pumps shall remain open as usual, while ensuring there is no crowding.
  • All establishments and personnel relating to electronic and print media, telecom, internet service providers.
  • Dimapur Airport shall remain open and movement of staff and passengers will be permitted.
  • Hotels for lodging shall be allowed to remain open with minimum staff.
  • Restaurants shall remain closed for in-house dining but can cater through take-away or home delivery.
  • Food delivery service providers and groceries delivery service providers.
  • Small, standalone shops in colonies subject to regulation by the respective ward/colony authority.
  • Movement of all private passenger vehicles shall be allowed to ply on ‘odd-even” system, with occupancy of 50%.
  • Public transport vehicles (both public and private) like buses, taxis, autos two-wheeler taxis etc. shall be allowed to ply with occupancy of 50%, with a maximum limit of 25% of such vehicles in the district, for which the District Task Force of the respective district shall lay down modalities.

The administrative heads of departments, heads of departments and heads of offices have been asked to form a core group of officers in their respective departments to attend office and cater to urgent and essential matters including court cases, while other government employees should be available on call.

No mass gatherings

The state government has ordered closure of all places of mass gathering including religious places across the state, except for solemnisation of weddings with prior permission of the deputy commissioner.

For other districts and areas that are not declared as containment zone, the consolidated guidelines issued by the state government on April 29 will continue to be in force. The order stated that the respective district task forces can continue with the ‘night curfew’ and other restrictions; strict checking at the district entry points to prevent non-essential movement of persons.

“Any person/ group of persons acting in violation of this order shall be deemed to have committed an offence punishable under Section 188 of the Indian Penal Code,” the order added.
