Dimapur, Nov. 1 (EMN): Underlining the important role played by the returning officers and assistant returning officers in the conduct of election, the chief election officer (CEO) of Nagaland, V Shashank Shekhar, encouraged the officers to focus on their mandated role with utmost dedication and deliver service to the people with efficiency.
Shekhar stated this at the four-day certification programme for returning officers and assistant returning officers, which got underway at the Administrative Training Institute (ATI) in Kohima on November 1. An update from the Election department informed that the second batch training would be conducted from November 22 to the 25th at the same venue.
The first phase of the certification programme is being conducted for the districts including Dimapur, Peren, Phek, Mokokchung, Wokha, Kiphire, Chümoukedima, Tseminyu and Pughoboto. The second phase of training would be conducted for the districts of Kohima, Zunheboto, Mon, Tuensang, Longleng, Noklak and Shamator.
The programme was chaired by the additional CEO, Ruokuovituo Khezhie, while an overview of the programme was delivered by the joint CEO, Sharon Longchari and DCEO, Alila Chang. The vote of thanks was proposed by the joint CEO, Awa Lorin.
It stated that the four-day training programme is being conducted by resource persons/ national level master trainers (NLMT) deputed by the Election Commission of India (ECI).
Topics on electoral roll, qualification and disqualifications, nomination, scrutiny of nominations, withdrawal of candidature and allotment of symbol, district election management plan (DEMP) including COVID guidelines, vulnerability mapping, systematic voter education and electoral participation (SVEEP), model code of conduct (MCC), IT applications, postal ballot, ETPBS, media certification and monitoring committee (MCMC) and paid news, law and order, expenditure monitoring and accounts on election expenditure, polling party and poll day management, service voter portal, observer portal, EVM-VVPAT administrative procedure and NGRS would be covered during the training.
The inaugural programme was attended by NLMT namely Pratibha Parekh, joint CEO of Rajasthan, and Anil Salgotra, joint CEO of Jammu and Kashmir.
