Canssea appeals to induct SCS officers into IAS cadre

Dimapur, Aug. 11 (EMN): The Confederation of All Nagaland State Services Employees’ Association (Canssea) has appealed to the state government to induct officers from the state civil service (SCS) and other services into Indian Administrative Service (IAS) cadre through promotion and selection.

In a representation to the state chief secretary, Canssea reminded that the induction into IAS cadre through promotion and selection for both state civil service and other services are government by the same rules of the IAS (recruitment) rules 1954 as seen in rule 4, sub-rule (2) of rule 8 and sub-rule 9 where it specified that it cannot exceed 33.33% or 1/3 of senior posts under the state government and other services should not exceed 15% of number of persons recruited (ie) 15% exclusively for the non SCS officers.

A Canssea’s representation appended jointly by president, Dr. Ilang, and the general secretary, Dr. Hovithal Sothu, pointed out that  the IAS (fixation of cadre strength) regulation, 1955, amendment regulations 1997, notified on June 20, 1997 through a notification by the ministry of public grievances and pension department of personnel and training published in the gazette of India had raise the cadre strength to 64 and the 12th amendment 2010 extraordinary vide GSR 898 (E) 2010 raised the cadre strength from 70 to 91 and further raised the cadre strength from 91 to 94 after the fourth amendment regulations 2015 vide GSR 1021 (E) dated New Delhi the December 30 2015.

IAS officer from the non SCS in position was to be 2 in 1997, and in 2010 it was meant to be 4. It, however, claimed that in contrary to the provisions of the regulation, only three IAS officers are in position as of July 2021, contradicting the laid down regulations thereby denying the rights to multiple efficient and deserving non SCS officers.

In the light of above stated circumstances, Canssea appealed to the government to protect the rights and interest of non-SCS officers and commence the recruitment process as per the IAS (recruitment) rules 1954, the selection of non-SCS officers to the IAS under (appointment by selection) regulations 1997, and the IAS (appointment by induction) regulation 2013, which is being kept specific for non-state civil servants.

In another representation, Canssea appealed to the chief secretary to relax qualifying years of service for promotion by taking a relook into the OM.NoAR-3/GEN-174/2007 dated April 5, 2021, which it claimed was discriminatory to the employees with complete stoppage of upward mobility in the service with no career progression, detrimental in man power management, leading to massive stagnation, as promotion being denied to the higher available vacancies for want of one year mandatory service at the lower cadre.

Canssea appeals to treat all government employees with the same yardstick.

Canssea further urged the government to implement and grant drawal of dearness allowances/ additional dearness allowances with effect from January 1, 2020 to June 30, 2021 at par with the central service employees.
