DIMAPUR — Deputy Chief Minister and minister-in-charge of Planning and Transformation department, TR Zeliang, on Thursday instructed all departments to strictly comply with the timeline in Calendar of Action for Developmental Activities 2024-25 issued by the Planning and Transformation department.

Zeliang stated this while addressing the review meeting of developmental activities with all the administrative head of departments (AHoD) and head of departments (HoD) at the Secretariat conference hall in Kohima. He reminded the departments, which are yet to submit their proposals for all developmental activities funded under State Plan including negotiated loans from various financial institutions to submit immediately, stated a DIPR report.

“The practice of according planning clearance on the condition ‘Subject to approval of’ or ex-post facto approval’ shall no longer be entertained,” he informed.

Zeliang also stressed on timely submission of departmental programmes to be taken up in the following financial year so that the Planning department has sufficient time to go through the proposals and make the sectoral outlay to maximise the output of any programmes.

For programmes and schemes under Agri. and allied sector, the deputy chief minister impressed upon the implementing departments to pursue for sanction of their programmes in the month of December-January so that works could be executed starting of April, which was the right time for Agri. and allied related works.

He stated that for infrastructural and other developmental activities, sanctions should be accorded by June-July so that tendering and other formalities could be completed by August-September and implement the work in full swing by October-November, which is the right working period.

Zeliang also stated that there have been delays in submission of required information by various departments, with some submissions arriving significantly past the deadline despite repeated reminders. In this regard, he called upon all the departments to streamline their data management system so that queries and information sought at any time could be replied in a matter of minutes.

Stating that there was a need to transform the working system for the development of the state, the deputy chief minister further called upon all the departments of the state government for cooperation and active participation.  

The review meeting was chaired by commissioner and secretary, Kitto Zhimomi, and attended by administrative head of departments and head of departments.
