KAAC passes INR 31,578 lakh budget

On day-two of the Karbi Anglong Autonomous Council (KAAC) budget session, KAAC passed a budget on the inherent subjects for the financial year 2022-2023 with an estimated expenditure of INR 31, 578.20 lakh against the estimated receipt of INR 17, 739 lakh, leading to a deficit of INR 13, 839.20 lakh.

During the discussion hours, Chief Executive Member (CEM), KAAC, Tuliram Ronghang said a digitalised land document (patta) will be made.

This was necessary in order to avoid duplicate land pattas as allegedly, the mandals of land and revenue office issued duplicate land pattas to others. The CEM further said that there were duplicate land pattas in Block-3 of Lahorijan at the Assam-Nagaland inter-state border.

The KAAC authority had recently carried out an eviction drive against the illegal settlers in the area. Several of the illegal settlers claimed to have land pattas and challenged the KAAC authority but there were no land records of these areas in the land and revenue office as claimed by them.

The CEM also informed that budget allocation has been made for holding of Langkhon festival of the Tiwas and Ngada festival of Rengma Nagas and if required, budget allocation will be made for holding of Wangala festival of the Garos and the festivals of Khasi Pnar living in Karbi Anglong.

He also informed that Karbi Bhawans are under construction in Bangalore, Kolkatta, New Delhi, Hojai, Biswanath Chariali and Shillong.

Executive Member (EM), KAAC incharge land and revenue, Amarsing Tisso informed the house that from the next financial year, land documents (pattas) in Assamese version will be replaced by English.

EM Pradeep Rongpi, in-charge PHE, supported the budget allocation and said that the budget taken up for the next financial year will be beneficial for the people of Karbi Anglong.

The KAAC also made a budget allocation of INR 330 lakh for scholarship and stipend including IAS and ACS coaching for ST (H) students and INR 1330 lakh for payment of honorarium to Karbi Language Teachers.

For grant-in-aid to Municipal Boards and Town Committees, a budget allocation of INR 250 lakh was made and for digitalisation of land records, a budget allocation of INR 70 lakh was made.
