Karbi Anglong: JCCPA rejects en-cadrement of officers proposed by KAAC

Diphu, Feb. 22 (EMN): The Joint Coordination Committee for Protection of Autonomy (JCCPA) has rejected the proposal of Karbi Anglong Autonomous Council (KAAC) for the en-cadrement of grade-I and II officers, stating that it is ‘like surrendering the autonomy of the state government’.

The Chief Executive Member (CEM), KAAC, Tuliram Ronghang on February 20 had said that a proposal was sent to Assam government to en-cadre the  post of principal secretary, grade-I and grade-II services. During a press conference held at Autonomous State Demand Committee (ASDC) office in Diphu on February 21, one of the Convenors of JCCPA, Khorsing Teron said that the public has the right to know on what basis the Assam government would be giving salaries to the grade I and II officers under KAAC.

While cautioning the financial condition of KAAC and its inability to pay salaries to its officers, Teron said that by agreeing to the en-cadrement, it would be like surrendering the autonomy to the state government which is unacceptable. He said without any condition, the state government would not pay the salaries of the officers of KAAC.

Teron also questioned the KAAC for unnecessary appointments of various board chairmen when the financial position of the council is low.

Another convenor, Robindro Rongpi said that through the process of en-cadrement of the Grade I and Grade II officers of KAAC, the services of the officers will be absorbed in the state government as the salaries will be paid by Assam government and ultimately the KAAC will be left with no officers.

Rongpi said the KAAC since 1952 has been able to manage its staff. While regretting the present scenario of KAAC, Rongpi said that the present KAAC authority is entangled in the misuse of funds. He said there is ‘mismanagement and indiscipline’ in managing the financial expenditures.

If the KAAC is not meeting as per the budget then it should cut certain unnecessary expenditures. With tooth and nail the proposal of the KAAC on en-cadrement has to be rejected as there will be consequences following the acceptance, Rongpi said.

General, ASDC, Jotson Bey said the Sixth Scheduled Autonomous Council of Karbi Anglong is a mini state which has its own powers and functions.

‘There is no need to en-cadre its officers as it has been managed without any difficulty, but now the whole process of en-cadrement is by Elwin Teron, who is the main brain child behind it’, Bey claimed.
