3rd August, 2015 Work Agreement, an untold story

Much has been written about so called Peace agreement of 3rd August 2015 and later on the nomenclature has change to “Frame Work Agreement” between Govt of India and NSCN (IM). The ceasefire was signed on 14th August 1997 between Government of India and NSCN (IM) leadership. The ceasefire was for a period of one year and extended by year after year. Later on, the ceasefire was extended for indefinite period, if not forever.The 3rd August “Frame Work Agreement” remains a confidential document and nobody knows its contents except Few Govt. of India officials and NSCN (IM) collective leadership. However just after the signing of Frame work some Civil Societies such as Naga Hoho, NSF, Mother’s Association, Rengma and Zeliang Hoho, declare their unqualified support for the Agreement. Finally, the 60 MLA from Nagaland who is elected by Nagas of Nagaland declare their support. The 60 MLA have even form “Parliamentary Working Committee” under Speaker Leadership and meet both National and Regional Political party and campaign at Delhi and different cities in India. One day I asked one of the Legislature and member of P.W.C number the contents of the Agreement with special reference to Nagaland states. The Hon’ble MLA told me that he has not seen the agreement nor known the contents of the Accord. I asked them, Why you and your party support the frame work agreement? He told me that the Chief Minister, NPF party and NSCN (IM)? Leadership asked all the MLAs to support the frame work agreement. I understand the standard and sensibility of our elected MLA, NPF party. It is very unfortunate for the Nagas of Nagaland that we are leaving under such kind leadership today in Nagaland and those 60 MLAs will seek re-election in 2018. I am cent percent hope that our present MLA will be elected because they have money and NSCN (IM) will support them.
The 3rd August, 2015 ‘Frame Work Agreement” was signed by Shri T. Muivah, the Prime Minister of NSCN (IM) and Shri R.N. Ravi, IPS (Rtd) interlocator on behalf of Govt of India, Mr. R.N. Ravi is not holding any office. The gentleman is a Retired bureaucrats, he is not a Minister nor elected representative of both house of Parliament. He cannot be accountable or responsible in case of any deadlock or misunderstanding between two parties.
Mr. R.N. Ravi may resign anytime or in any movement on his own or by Govt. This is the mistake of NSCN (IM) Leadership. The NSCN (IM) should insist to sign at least by a minister in the Govt of India or a serving secretary in the Govt of India. We don’t know the contents of the Agreement and for what reason or whose interest the agreement is not disclose. The longer the accord is maintain confidential the credibility of NSCN (IM) is under question, more so the commitment of Govt of India is under Scanner. Because the simple reason asked by public in the street is if the frame work agreement is signed between Govt of India and NSCN (IM) for the people of Nagas why the contents is not disclose? Therefore we can draw a line that this accord will never disclose and one of the provision of said agreement is “Not to disclose the agreement”. In short “Not to disclose “Frame Work Agreement”of 3rd August. However one should know the situation under which the 3rd August agreement was signed in the presence of P.M. of India Shri. Narindra Modi and Home Minister Shri Rajnath Singh as witness. The P.M. and Home Minister are product of India Constitution and they cannot be witness if the agreement is above or outside of Constitution of India. The Prime Minister and Home Minister are Executive Head of India Govt. and Protector of Constitution of India. The two Constitutional posts will not allow Shri R.N. Ravi to signed an agreement outside of Indian Constitution. Thereafter the Nagas of North East and specially 60 MLAs should know and understand that 3rd August. “No disclose Frame Work Agreement is within the Constitution of India”. Therefore the Nagas of Nagaland should be ready for State Assembly Election in 2018 and try to earn money as much as you can from the candidates.
The interlocator Shri. R.N. Ravi has given different statement in Assam, Arunachal Pradesh and Manipur. In those states he categorically stated that sovereignty is not negotiable and ruled out the Integration of Naga contagious area. Where as he remain silent in Nagaland. What is the hidden agenda of Govt. of India? On 1st March, 2016 Union Minister of State Shri Kiran Rijuji Stated in the Lok Sabha that, Govt of India will talk with the effecting states of North East for Integration of Naga area. Why conflicting statement of Minister and Shri R.N.Ravi why Govt of India is not speaking the truth. In the other hand the NSCN (IM) stated that the Govt of India and NSCN (IM) will have share sovereignty. There are 392 Articles of Indian Constitution and 12 Schedule, nowhere it is mention the share sovereignty. The Constitution of India Part X Chapter I, II, III, IV, Part XIII, Chapter XIV, Chapter I & II from Articles 245 to 313 lay down the Union List, concurrent List and State List of Power and functioning of Union and State Government.
As a student of Political Science I have not seen and read the share sovereignty in the dictionary. In fact sovereignty is absolute and indivisible. Why NSCN (IM) leadership mislead the public? The Naga people know your Educational Qualification and intellect. Please come out with truth and share your problem with public. The Lodhi Road and Hebron activities will expose your agenda and it will be too late for your organisation.
