Unemployment problem a farce in Nagaland: NPSC Chairman

NAGALAND Public Service Commission (NPSC) Chairman, Kühüpoyo Puroh said that the unemployment problem in the state is a ‘farce’ as many government departments fail to fill the vacant post through competitive examinations.
Interacting with a section of media-persons at his official chamber here today, Puroh lamented that despite the available vacancies, several government departments do not requisition the posts through NPSC but they (departments) appoint adhoc or contract employees.
He cited that as per records SCERT has about 48 adhoc appointees at various DIET Centres since 2007 till date, but they fail to send requisition for filling up the posts through competitive exams. He however acknowledged that recently SCERT has given requisition for seven posts, exam for which will be conducted after collecting requisition from other departments too.
“If that is the case, how can the society progress”, he said adding, there is a vast difference between those getting into service through competitive exams and those being appointed through backdoor means.
Reiterating that “unemployment problem in the state is a farce,” he expressed that if all the government departments requisition for filling up the vacant posts through NPSC, the problem of educated unemployed youths in the State will not exist.
He said that many government departments fail to send requisition despite several reminders by the Commission and above all there is also a standing order from the State Government directing departments to send requisition for filling up the vacant post.
On the other hand, the NPSC chairman also lamented that even if such government order exists, the government is also at fault as it has passed another order for regularization of service of adhoc and casual employees after certain years of service.
Puroh said even the present NPSC examination 13942 candidates had applied for mere 71 posts, which include 40 Secretariat Assistant, 20 EAC, three DSP, two Station Superintendent, two Research Assistant under Art & Culture Department, two Assistant Jailor, one Research Assistant under ATI and one Youth resources Officer.
Expressing that the requisitioned posts are too less, Puroh appealed to the departments to send requisition for filling up the posts through competitive exams, instead of making backdoor appointments so that the Commission can deliver justice to the educated Naga youths.
He also opined that since the number of educated unemployed youths in the state is increasing, it should be the concern of student bodies/organisations to check such backdoor appointments.
Meanwhile, he also informed that out of the 13942 candidates appearing the preliminary exams in June, 502 got through for the mains exam, which began yesterday. But, 488 appeared for the General English paper yesterday, while 487 sat for the Optional Paper-I (Multiple Choice Question) today while the Optional Paper-II (Descriptive) will be conducted tomorrow.
He also revealed that with a view to maintain transparency and discipline amongst the candidates appearing the exam, the Commission has introduced CCTV surveillance in the examination hall for the first time. He said CCTV surveillance will also be introduced shortly for the preliminary exam in the other centres.
