State land acquisition authority re-constituted
Dimapur, March 18 (EMN): The government has reconstituted on Monday the “state land acquisition authority” with the chief minister as its chairman. The IPR offered details about the regulation agency.
The additional chief secretary and development commissioner, Sentiyanger Imchen, issued a notification informing about the government constituting said agency.
The chief minister is the chairman and the deputy chief minister the vice chairman. The members are the respective minister for Planning, Land Revenue, and Urban Development; chief secretary, director general of police; the respective principal secretary for Works &
Housing, and Urban Development; commissioner for Nagaland; the respective commissioner-secretary for Power, and PHE; the respective secretary for Land Revenue, and Law and Justice; engineer-in-chief for Works and Housing; chief engineer for Housing, chief engineer for Power, chief engineer for PHE, director for Urban Development; deputy commissioner of Kohima; and the additional chief secretary and development commissioner.
The terms of reference, role and responsibility and authority of the state land acquisition authority are:
(a) Examine all proposals for land acquisition including compensation for buildings standing in the land to be acquired for the purpose of developmental projects or for public amenities or works of public benefit.
(b) To decide on the area of land required to be acquired and allotted to various departments and agencies for developmental and public utilities.
(c) To approve land compensation rates for various categories of land proposed to be acquired.
(d) To determine additional areas of land to be acquired for use for future developmental projects.
(e) To review the utilization or otherwise of land acquired and allotted to various departments and agencies which have remained unutilized for more than 3 (three) years and decide on their cancellation or extension if found warranted.
(f) To direct enforcement of Building Bye-Laws and directions for construction of Government Directorates and offices/establishments particularly in the new Capital Complex Areas.
(g) To and effect eviction of encroachers of Government land within the State.
(h) To direct preparation of Master Plans for District Headquarters, Administrative Headquarters and strict adherence to the Master Plans proposed by all concerned.
The jurisdiction of the state land acquisition authority shall extend to the entire state and cover land and buildings required to be acquired by the state even outside the state, the IPR added.
