Revisiting the Shillong Accord

We, the Nagas have read and seen clearly the Shillong Accord of Nov. 11.1975 yet a lot of confusion still remains. Hereby the original content of the infamous Shillong Accord is reproduced for reflection of the general public.

The Shillong Accord of November 11, 1975

  1. The following representatives of the underground organizations met the Governor of Nagaland Shri L.P. Singh, representing the Government of India at Shillong on 10th and 11th Nov. 1975.
  2. a) Shri I. Temjenba
  3. b) Shri S. Dahrü
  4. c) Shri Venyiyi Rhakhu (did not sign the Accord)
  5. d) Shri Z. Ramyo
  6. e) Shri M.Assa
  7. f) Shri Kevi Yallay
  8. There was a series of flour discussions. Some .of the discussions were held with the Governor alone, at others, the Governor was assisted by the two Advisers for Nagaland, Shri M. RAMUNNY and Shri H. ZOPIANGA. And Shri M.L. KAMPANI, joint Secretary in the ministry of home affairs. All the five members of the liaison committee, namely, Rev. Longri Ao, Dr. M. Aram, Shri L. Lungalang, Shri Kenneth KerhOo and Shri Lungshim Shaiza, participated in the discussions.
  9. The following were the outcome of the discussions:-
  10. i) The representatives of the underground organisations conveyed their decision, of their own volition, to accept, without condition, the constitution of India;
  11. ii) It was agreed that the arms, now underground, would be brought out and deposited at appointed places. Details for giving effect to this agreement will be worked out between them and representative of the Government , the Security forces , and members of the liaison committee;

iii) It was agreed that the representatives of the underground Organisations should have reasonable time to formulate issues for discussions for final settlement.

Supplementary Agreement to the Shillong Accord on January 5,1976.

Implementation of clause-II of the Shillong Accord of November 11, 1975.

  1. It was decided that the collection of arms, initially at collection centres, would commence as early as possible, and will be completed by 25th January 1976. Initial places of collection to be decided through discussion between commissioner, representatives of underground organizations and the members of the liaison committee.
  2. Once all arms are collected, these will be handed over to Peace council team at the respective places of collection.
  3. Peace council team will arrange to transport the arms from collection centres to Chedema Peace camp and arrange guards etc, for safe custody of the arms.
  4. Similar arrangement at agreed place/places will be made in Manipur with concurrence of the Manipur Government.
  5. The underground may stay at Peace camp to be established at suitable places, and their maintenance will be arranged only by the Peace council. Any voluntary contribution from any source will be made to the Peace council, who will utilize the fund according to necessity.

Arms that were brought from Pakistan and China by our brave Naga armies were surrendered at Chedema Peace Camp and crushed by bull dozers. This surrendered NNC/Federal organization in the name of freedom fighter are collecting tax and enjoying themselves, thereby harassing the general public at large. Enough is enough, don’t try to confuse and fool the mind of the Naga public anymore as the Shillong Accord shows that the NNC have signed and accepted the Indian constitution and presently also they are confined at Chedema Peace camp and enjoying financial assistance from the Indian Government.

Late Isak Swu and Th. Muivah have said that the decision of the Shillong Accord was wrong and therefore strongly condemned the Accord and formed the NSCN as it is the only way of saving the Naga Nation. The Nagas should therefore give gratitude to their leadership for saving the Nation. Hence, NSCN (IM) is the only organization under which political settlement shall be achieved. Therefore we invite comrades from other Naga political groups to unite as one under the banner of NSCN in finding final political settlement.
