Kohima: Terming the projects undertaken by the Department of Under Developed Areas (DUDA) “very unsatisfactory”, KT Sukhalu, Advisor of Food and Civil Supply, Legal Metrology, on Tuesday called upon the leaders from eastern part of the state to ensure that development works allotted to the region are “properly” implemented.

Speaking during the budget discussion at the just concluded NLA session, Sukhalu said the unsatisfactory implementation of projects that fall under the DUDA was observed when he was the chairman of Public Accounts Committee, NLA.

He urged the legislators representing the Eastern Nagaland Peoples’ Organisation (ENPO) areas and leaders from the region to take responsibility in ensuring that all projects given by the ministry or the state under DUDA are promptly implemented to enable the people to enjoy the benefit.

On the demand of the ENPO, he said there is definitely a need to address it and that the government should lend all possible support in making it a reality.

While calling upon the ministers, bureaucrats and government servants to work sincerely to make Nagaland a state of excellence, he lamented that there are many recommendations for the transfer and posting of bureaucrats and government employees when a new government is installed.

‘We have been transferring and posting officers who are close to us, who will always say yes to us. But if we really want to bring change and make the state of excellence, we need sincere government employees,’ he asserted.

The government is “underutilizing” good officers. The state need capable officers who have integrity and not those who say “yes sir” to everyone, Sukhalu said, adding that all districts need someone who can administer and not someone who awaits government decision to take any action.

Citing an incident he encountered in the past, he said that a director, upon retirement, appointed 10 people without any sanctioned post but terminated all of them.

Sukhalu, who drafted the NLTP Act when he was undersecretary to the Excise department, admitted that it is a “total failure” despite all the efforts made by the department.

He called for lifting of the Act so that the revenue generated from it can be used for the benefit of the people.
