Patton explains process leading to ILP promulgation across Nagaland

Dimapur, Feb. 22 (EMN): Explaining the process behind the Nagaland government’s decision to promulgate ILP regulation all over the state, the deputy chief minister Y Patton—who is also in charge of the state’s Home department—on Friday said that the state cabinet had on Feb. 15 decided to approve the recommendations of a committee set up by the Nagaland government.

During the ongoing session of the 13th Nagaland Legislative Assembly, Patton said that the said committee was constituted under the chairmanship of Abhishek Singh, principal secretary of P&AR on Aug. 21, 2018 to strengthen the existing system on the issue of ILP in the state as well as to recommend modalities to check influx of illegal migrants.

He said the committee submitted its report and primarily made a series of recommendations, such as setting up of a robust online system for issuing of Inner Line Permits; renewal, monitoring, including tracking of entry and exit of ILP holders in the state; setting up of a register of indigenous inhabitants of Nagaland (RIN) as a one-time exercise to prevent fraudulent issue of indigenous inhabitant certificates; pros and cons of extending the provisions of ILP to Dimapur district.

Thereafter, he added, the state cabinet held a meeting on Feb 15 where they discussed and approved the report submitted by the committee with the following directions: to extend ILP purview to the entire state including Dimapur district; entrust the committee on ILP to frame the rules and regulations for ILP implementation within one month; and to advise the Home department to initiate the process of development of the online system of ILP.
