Govt. issues call-outs for election; rolls out peripherals
Dimapur, March 18 (EMN): The election authorities of Nagaland have issued notices stating procedures and administrative peripherals concerning the parliamentary elections, and the by-elections in Mokokchung district.
The government bulletin IPR gave details in its updates on Monday.
Commissioner for Nagaland Motsuthung Patton issued notifications stating that the nomination papers for the parliamentary elections may be delivered by a candidate or by any of their proposers to the commissioner and returning officer for the state.
They may also submit it to Limanenla, additional deputy commissioner for headquarters, between 11: 00 am and 3:00 pm on any working day on or before March 25, the updates stated.
Nomination forms may be obtained from the same establishment and time. Scrutiny of the nomination papers will begin at the same place on March 26 at 11:00 am.
Further, the notice for withdrawal of candidature may be delivered to the officers either by a candidate or any of their proposer(s) or by an election agent who has been authorized in writing by the candidate. They are to do so before 3: 00 pm on March 28.
In the event of the election being contested, the poll will be taken on April 11 between the hours 7:00 am and 4: 00 pm, the IPR added.
26th Aonglenden
For the by-elections to the Nagaland Legislative Assembly from 26th Aonglenden assembly constituency in Mokokchung, the authorities have stated that nomination papers may be obtained by candidates or by their proposers from the returning officer for said constituency,
Abhinav Shivam, or Assistant Returning Officer Khiuzam Kaurinta, in Mokokchung.
The nomination papers are to be submitted by the candidates or by any of their proposers to the aforesaid officers between 11:00 am to 3:00 pm on any working day not later than March 25.
Scrutiny of the nomination papers will be done at the ADC’s (planning) establishment in Mokokchung on March 26th at 11:00 am.
Withdrawal of candidature may be submitted by a candidate or by any of their proposers/election agents authorized in writing by the candidates, to the aforesaid officers before 3:00 pm on March 28.
In the event of the election being conducted, the poll will be taken on April 11 between 7:00 am and 4:00 pm, the IPR stated.
Wokha to meet
The establishment of Wokha district’s Systematic Voters’ Education and Electoral Participation (Sveep) has informed of a meeting that has been scheduled to be held on March 19. The meeting will commence at 11:00 am in the deputy commissioner’s conference hall, the IPR stated in its updates.
All stakeholders have been requested to attend the meeting and ensure attendance of at least two representatives from each group, the IPR stated.
Kiphire district starts training poll officers
Kiphire district started the first phase training in election work for presiding officers and first polling officers. The training was conducted at Hopongkyu Memorial Hall in Kiphire on March 18, the IPR stated.
During the event, the deputy commissioner of Kiphire district, M Shayung Phom urged the participants to ‘learn from the training’ and perform their duties to the best of their ability.
Phom urged the citizens and government officers alike to create a peaceful environment to have successful elections in Kiphire district. An assistant election officer Olivi Thur also briefed the trainees on the process of election, besides imparting to them information about the guidelines of the elections.
The official informed the trainees that the district was expecting six “women polling stations” if the Election Commission approves of it, according to the IPR.
The officer informed that electors who are not able to produce the electoral photo identity card (EPIC) can produce one of the alternative photo identity documents for establishing their identity. The alterative documents include Aadhaar card, driving license, PAN card, NREGA job card, ID card, health insurance card; Passbook front page with photograph etc.
Phek to issue duty certificates
The district election office of Phek has informed polling officials assigned election duty concerning applications for issue of election duty certificate (EDC) in Form 12A, receiving Form 12A and being issued EDC in Form 12B. Said document shall be given in accordance with this schedule:
The Phek establishment has informed electors about the documents they must have to submit during polling. The district election officer of Phek, Sachin Jaiswal issued a circular informing all the electors who have been issued with the electoral photo identity card (EPIC) have to produce the EPIC for their identification at the polling station before casting their votes.
Electors who are not able to produce the EPIC shall produce one of the following alternatives photo identity documents for establishing their identity: Passport, driving license, service identity cards, with photograph issued to employees by central/state government/public sector undertakings/public limited companies; passbook with photograph issued by banks/post office; PAN card; smart cards issued by the RGI under NPR; MNREGA job cards; health insurance smart cards issued as part of schemes the ministry of Labour; and pension documents with photographs; official identity cards issued to members of parliament/member of legislative assemblies /MLCs; and Aadhaar card.
Further, the updates stated, the establishment has informed that the photo voters’ slip shall from now on not be accepted as a standalone identification document for voting although it will continue to be prepared and issued to electors as part of awareness building exercise, the updates stated. A similar order, concerning documents for identification of voters, was issued for Mon district by its electoral administration on Monday.
Wokha admin. meets with poll officials
The district election officer of Wokha, Dr. Manazir Jeelani Samoon convened a meeting with officers of various committee constituted for the forthcoming Lok Sabha election, on March 18 at his official chamber. During the meeting the officials apprised the administrator of the activities and progress of their assignments.
The DEO appreciated the efforts put in by the committees and appealed to them to strengthen and ‘gear up their assignments’ to ensure smooth and peaceful elections in the district.
Tuensang sets election training schedule
The district election officer of Tuensang Mohammed Ali Shihab has directed all the presiding officers, first polling officers, second polling officers and grade-iv government employees to attend a polling training.
The training is scheduled to commence from March 22 and will continue to the 23rd in the first round; the second round of the training will be on the 29th and 30th of March. The final round will be on the 5th and 6th of April, the updates stated.
The district election officer has also directed the heads of departments in the district to direct their employees and officers to attend the event. The venue of the training will be the government higher secondary school of Tuensang, the IPR stated.
Medical board to examine exemptions
The district election officer for Mokokchung Rajesh Soundarajan has informed that the first medical board to examine election-related exemptions will conduct medical examinations of all government servants who have applied for exemption from polling duty on grounds of health.
The applicants are to report to the ADC’s (planning) conference hall in Mokokchung, at 9:00 am on March 20. They are to produce medical investigation reports to the board, the IPR stated.
Applicants who do not appear before the board will be deemed to have not applied for exemption, the updates added.
