Dimapur Naga Students’ Union (DNSU) criticises Nagaland government silence over alleged fraudulent indigenous certificate linked to Nirmal Kumar Jain.

DIMAPUR — The Dimapur Naga Students’ Union (DNSU) has expressed dissatisfaction over the state government’s “continued silence” on the case involving Nirmal Kumar Jain, who is alleged to have illegally obtained a Non-Naga Indigenous Inhabitant of Nagaland Certificate and subsequently acquired land through fraudulent means.
In a statement issued on Monday, the DNSU said that an internal committee constituted by the deputy commissioner of Dimapur had examined the matter following a representation from the union and reportedly confirmed “aggravated fraud, deception, conspiracy and deliberate intent to defraud the government.”
Based on these findings, the Commissioner of Nagaland had issued a show-cause notice to Jain on November 14, directing him to submit a written clarification within 15 days of receiving the notice.
The union, however, stated that the deadline has lapsed without any known follow-up action from the authorities.

“No response has been communicated either to the union or to the public,” it stated, adding that the delay reflects poorly on the government’s resolve to safeguard the rights and identity of indigenous inhabitants.
Consequently, it demanded that the government immediately cancel the alleged fraudulently obtained certificate issued to Nirmal Kumar Jain; initiate legal and administrative action against the individual and any officials involved in facilitating the process; and issue a formal written response without further delay.
The union warned that prolonged inaction would compel it to initiate its “next democratic course of action” in the interest of indigenous Naga communities.
