Case against extra judicial killings of three Manipuris

[dropcap]A[/dropcap] case was filed in the High Court of Manipur in connection with a case of extra judicial killing of three Manipuris including suspected militants in March 2010,sources here said.
The six respondents of the case are Union of India through its Defence Ministry,state of Manipur through its chief secretary, state of Nagaland through its chief secretary home, Indian Army headquarters, the then GOC 3 Corp Lt Gen Dalbir Singh Suhag, the then Office Commanding(OC) Colonel Govinda Shreekumar, Intelligence Unit(IU) 3 Corp Eastern Command.Legal sources in Imphal said that the one petitioner Phijam Mani of Thangmeiband in Imphal files his petition in connection with the abduction of his brother Phijam Naobi along with two others RK Roshan alias Ronald and Th Prem alias Romen from Char Mile area of Dimapur town on March 10,2010 and their bullet ridden bodies were recovered from Lakhijam area under Bokajan police station in Assam’s KarbiAnglong district on March 17.It is said that the bodies have been recovered from a river in that area.
A case was registered at Bokajan police and the same was transferred to Diphupar Police station and was registered as FIR no 40/2010 as the report of abduction was first filed at Diphupar, the source said adding that the abduction was carried out by Military personnel as mentioned in the FIR. In view of the development, Dimapur police requested the 3 Corp to cooperate in the investigation, however the then GOC 3 Corp reportedly refused to cooperate citing protection under Armed Forces Special Power Act, 1958.
There was also a report conducting an inquiry by the Army authority in connection with the case.
The petitioner prays to furnish all records pertaining to the instant matter before the court besides praying to detain the then GOC 3 Corp and the then OC of Intelligence unit (IU) and immediately place them from influencing the investigations, tempering with the evidence and intimidating the witnesses of the case.It also prays to direct both Manipur and Nagaland governments to initiate legal action against the guilty persons and carry forward the investigation.
