Imphal, Aug. 27 (EMN): The 8th Session of the 11th Manipur Assembly was adjourned sine die with the election of three financial committees on Tuesday following a question and answer session and subsequent discussion based on a call attention motion on the report of the outbreak of Japanese Encephalitis (JE) in the state.
In the two-day sessions, the assembly has four obituary references, 12 starred questions, six unstarred questions, three call attention motions, three papers laid, and six bills were given assent by the governor.

Earlier, replying to a call attention by opposition Congress MLAs Kh Joykisan Singh and Surjakumar Okram on the outbreak of JE, Health and Family Welfare Minister L Jayantakumar Singh appealed to the public and concerned parties to co-operate in controlling the outbreak of the disease in the State.

Stating that immediate and long term measures have been formulated to control the spread of JE, he said spot verification and counselling sessions have been conducted under National Vector Borne Disease Control Programme for each districts.

He said verification of suspected JE infection was carried out, fogging has been done in 123 different areas and chemically treated mosquito nets were distributed besides other sanitation programmes at vulnerable locations.

Belladonna pills were distributed to the public apart from opening free diagnostic centers at RIMS, JNIMS and District Hospital Churachandpur, he informed.

The Minister said so far 232 JE suspected cases have been reported, of which five have succumbed to the illness.
He also informed the House that government is fully prepared to tackle the situation and if required will apprise the Centre for assistance.

Responding to MLA K Meghachandra’s questions, Agriculture Minister V Hangkhanlian informed the House that the government is fully prepared to tackle drought like situation in the state. he alos said that a cabinet decision was taken on July 28 to declare drought in the state.

If the parameters of declaring drought have been fulfilled, he said the Centre will announced drought in the state and financial assistance will also be released.

Education Minister Th Radheshyam Singh informed the House that the department is planning to construct and renovate Government Schools in Thangmeiband Assembly Constituency.

Reacting to another question by Ukhrul MLA Alfred Kanngam Arthur, he said that the department has been trying to develop higher education equally in both the hills and valley adding there is no shortage of teaching faculty in Pettigrew College in Ukhrul district.

Only 198 students have been enrolled in the college in the current academic session. All 38 sanction post has been filled up and another 11 guest lecturers have also been engaged so far, he informed.

In the zero hour, MLA Govindas Konthoujam urged the government to take steps to make the Kwasiphai Water Supply scheme in Bishnupur district fully functional while MLA Meghachandra also appealed the government to look into the demands by the Scheduled Tribe Demand Committee of banning the Railway project if their demands are not fulfilled.

Similarly, MLA P Brojen also urged to introduce alternative cropping like wheat and others in the ongoing season.
